Fairness, Due Process, and Respect -

Justice of the Peace courts are often the first and only court many people ever encounter. We’re like Judge Judy’s Court without the theatrics. Every litigant deserves notice, a meaningful opportunity to be heard, and a decision based on the law and facts, not confusion or intimidation. A strong judicial philosophy emphasizes due process, neutrality, and treating all parties with dignity and respect, regardless of income, background, or whether they have legal representation.

I pledge to be fair, provide due process and be respectful to all that comes before my courtroom. I will make sure that my staff adhere to this pledge as well!Experience That Matches the Court -

A Justice of the Peace court is often called the People’s Court because it handles the everyday legal issues that most directly affect the community, including evictions, debt claims, civil disputes and marriages. I am a legal professional with decades of experience in civil law. That experience allows me to understand both the legal requirements and the real-life impact these cases have on families, neighborhoods, and small businesses. A judge who understands business and the community the court serves is better equipped to apply the law fairly, manage cases efficiently, and ensure the court remains accessible, respectful, and trusted by the public.Efficient, Community-Focused Court -

As your next Justice of the Peace Precinct 3 Place 2 Judge, I will handle some of the highest case volumes in Dallas County, often seeing more cases than any other court. That reality requires a judge with strong management and business experience, the ability to run an efficient docket, and the discipline to issue timely, consistent rulings. At the same time, high volume cannot mean indifference. JP courts are where housing, finances, and daily stability are decided. The court needs leadership that combines operational skill with a heart of compassion ensuring cases move forward efficiently while every person is treated with dignity, fairness, and respect.

What areas of public policy are you personally passionate about?

I am personally passionate about public policies that promote fairness, access, and accountability in the systems that most directly affect people’s daily lives. I care deeply about access to justice ensuring courts treat people with dignity, clearly explain the process, and provide a meaningful opportunity to be heard, regardless of income, language, or legal representation. I am also committed to housing stability and consumer fairness, particularly in landlord–tenant and debt matters that can quickly impact families and working people. Finally, I value good governance, believing public institutions work best when they are efficient, ethical, and accountable, with consistent rules and fair enforcement that serve the entire community.

What organizations or individuals have endorsed your campaign?

I am honored to be supported by more than 1,075 people across our communities, representing a wide range of backgrounds and experiences. That support includes tenants, homeowners, educators, doctors, college students, and everyday hardworking people who believe in fairness, integrity, and accountability in our courts. This broad coalition reflects a shared confidence in my experience, judgment, and commitment to public service. It tells me that people from different walks of life recognize the importance of a Justice of the Peace who understands the law, respects the community, and treats every person with dignity. I do not take that trust lightly, and I am committed to serving with professionalism, fairness, and respect for all.

Who are you? Tell us about yourself.

I am Zachariah Manning, a lifelong Democrat, son of a WWII Veteran, born and raised in Dallas. I currently live in U.S. Congressional District 32 and work for Richardson ISD. As a family man with four children, I hold strong family values and a deep belief in the power of community.

Throughout my professional journey, I have owned and operated four medical facilities, gaining valuable experience in the healthcare industry. I have also worked as a legal professional, real estate developer, project manager and real estate broker. My dedication to education is evident through my roles as a PTA President and a Texas Life PTA Member. Additionally, I have actively participated as a District Planning Committee Member and served on the District’s Safety and Security Committee.

With over 37 years of business experience my diverse background and expertise in various fields make me a well-rounded candidate.

In summary, I am Zachariah Manning, a passionate Democrat with a strong connection to our District. My extensive experience in healthcare, legal, construction, education, and real estate, coupled with my dedication to family and community, make me a qualified and committed candidate.

Dear Representative Colin Allred, I am deeply grateful for your unwavering support and dedication to our U.S. Congressional District 32. As you prepare to run against Ted Cruz, I, Zachariah Manning, pledge to continue advancing our District. Your tireless efforts to improve healthcare, education, and economic opportunities have inspired many, including myself. I appreciate your service and commitment to our community. I am committed to serving our District and working towards progress and prosperity. Your support means a great deal to me and our District. Thank you for the positive impact you have made, and I wish you continued success in your future endeavors. “Ted Cruz GOTTA GO”!Gun safety is paramount, especially when it comes to assault rifles. While I don’t propose banning all guns or the right to carry, I believe in regulating weapons like assault rifles. Mandatory mental health screenings are crucial, as mental health issues combined with owning a deadly weapon can be dangerous. Additionally, I advocate for requiring a license to carry a gun, similar to driving a car. I will push for a “National No-Gun Sales List” like the “National No-Fly List”, in which would further enhance accountability and prevent loss of life. Prioritizing gun accountability, training and safety awareness will protect our communities and make us stronger and safer overall.A woman should have the fundamental right to make choices regarding her body and healthcare. It is crucial to recognize and respect a woman’s decisions about her reproductive health. Women should have the right to access safe and legal reproductive healthcare options, including contraception and family planning services. Supporting a woman’s right to choose means recognizing that each woman’s situation is unique, and she is best equipped to make decisions about her own health, body, and future in consultation with her healthcare provider, loved ones, and faith beliefs.

What areas of public policy are you personally passionate about?

I am personally passionate about the following areas for the well-being and progress of our society;

1. I believe women should have access to comprehensive reproductive healthcare that empowers them to make decisions about their health and the unviable embryo/fetus.

2. Taxpayer money should not go to fund private school vouchers.

3. We must protect and expand voting rights to strengthen our democracy.

4. Implementing common-sense measures for gun safety can reduce violence.

5. Prosperity can be achieved through economic growth, job creation, and equitable opportunities.

6. We must address immigration reform and the Texas/Mexico border.

7. Seniors must be our priority when it comes to social security and healthcare.

8. Equity and inclusion are vital for a just society, addressing disparities and promoting equal opportunities for all.

9. Affordable medication is essential for a healthy America.

10. Mental health and homelessness has to be addressed.

By prioritizing these areas, we can create a fair, just, and inclusive society where everyone has the chance to thrive.

Who do you look up to? Whose example would you like to follow, and why?

I have always looked up to my parents, Charlie Ruth Manning and George Manning Jr. They have been incredible role models for me. Their hard work and dedication in the various jobs they held and businesses they owned have been a great inspiration. Seeing their commitment and perseverance has motivated me to strive for success in my own endeavors. I have learned the value of discipline, determination, and a strong work ethic from their example.

My mother’s strong spirituality and my father’s humbleness have also had a profound impact on me. Their unwavering belief and devotion have shaped my own beliefs and values. I have been inspired to seek meaning and purpose in my own life, just as they have in theirs. Their quiet strength and deep faith have been a guiding light for me as I navigate my own path.

Following in the footsteps of my parents is a way for me to honor their legacy and continue their values. I strive to emulate their hard work, spirituality, and faith in my own life. By doing so, I hope to carry forward the lessons they have taught me and make a positive impact in my own life and the lives of others.

Having such incredible role models in my parents is truly a blessing. I hold them in the highest regard and am grateful for the values they have instilled in me. By following their example and incorporating their values into my own life, I am confident that I can continue their legacy and create a meaningful and fulfilling life for myself.

Is there a book, essay, film, or something else you would recommend to someone who wants to understand your political philosophy?

I would recommend the film “The Matrix” to someone who wants to understand my political philosophy. While the movie itself is not directly related to any specific political party, it explores themes of reality, perception, and the dangers of being trapped in a false reality.

In my view, some Republicans seem to be stuck in a reality of falsehoods, where they may be resistant to accepting certain truths or evidence that contradicts their beliefs. This can be concerning, as it hinders progress and prevents us from addressing important issues based on factual information.

“The Matrix” serves as an allegory for questioning and challenging the narratives that we are presented with. It encourages critical thinking and the pursuit of truth, even if it means challenging our own preconceived notions or the dominant narratives within our political party.

By recommending this movie, I hope to spark a deeper understanding of the importance of seeking truth and being open to accepting realities that may challenge our beliefs. It is crucial to rely on evidence, facts, and objective investigations to form an accurate understanding of events and issues, rather than being trapped in a distorted perception of reality.

Ultimately, my recommendation of “The Matrix” as a film to understand my political philosophy stems from my belief that it is vital to question and critically evaluate the narratives we encounter, and to prioritize truth and evidence in shaping our perspectives and decisions.

1. Integrity: Unwavering integrity, adhering to strong ethical standards and demonstrating honesty, transparency, and accountability in his/her actions and decision-making.

2. Trustworthiness: Building and maintaining the trust of the public is crucial. Reliable, consistent, and fulfill their promises to their constituents.

3. Leadership: An effective elected official should possess strong leadership skills, including the ability to inspire, motivate, and unite people towards a common goal.

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

One significant historical event that has occurred in my lifetime in America is the September 11 attacks in 2001 when I was 31 years of age.

On September 11th, 2001, a series of coordinated terrorist attacks were carried out by the extremist group Al-Qaeda. Four commercial airplanes were hijacked, with two of them flown into the Twin Towers of the World Trade Center in New York City, causing their collapse. Another plane crashed into the Pentagon in Arlington, Virginia, while the fourth plane, United Airlines Flight 93, crashed into a field in Pennsylvania after passengers attempted to regain control from the hijackers.

The attacks resulted in the deaths of nearly 3,000 people and had a profound impact on the United States and the world. It led to significant changes in national security policies, the establishment of the Department of Homeland Security, and military operations in Afghanistan and Iraq.

The September 11 attacks marked a turning point in history, shaping both domestic and foreign policies and influencing global security dynamics.

What was your very first job? How long did you have it?

My very first job is one that I still have as of today began at a young age. I started working in our family business on rental properties. From the 3rd grade onwards, I would collect rents, assist with painting, and handle maintenance and repairs. This early exposure to the world of business and entrepreneurship had a profound impact on me, which led me to invest in my first property at 17 years of age.

Working in our family business taught me the value of hard work and instilled in me a strong work ethic. I learned the importance of taking responsibility and being accountable for my actions. It also taught me the significance of working together as a team to achieve common goals. These experiences shaped my perspective on the importance of collaboration and cooperation in any endeavor.

Furthermore, my early involvement in business allowed me to develop critical thinking skills. I had to make decisions regarding property management, budgeting, and problem-solving. These experiences taught me to think analytically, evaluate different options, and make informed choices. I learned to assess risks and rewards, which has been invaluable in my later endeavors.

Through my journey, I have come to understand the importance of young people discovering their calling in life. Finding one’s passion and purpose is crucial for personal fulfillment and success. Hard work plays a vital role in this process. It is through hard work that we develop skills, gain experience, and uncover our true interests and talents. Hard work also teaches us resilience, determination, and the ability to overcome challenges.

What is your favorite book? Why?

I don't have a favorite book, but self-help and how-to books are my favorites because they have a profound impact on improving my life. These types of books provide valuable insights, practical advice, and actionable steps that empower me to enhance various aspects of my life.

Self-help books offer guidance on personal growth, mindset, and achieving goals. They inspire me to develop self-awareness, build resilience, and cultivate positive habits. By delving into these books, I gain valuable tools and strategies to navigate challenges, overcome obstacles, and ultimately lead a more fulfilling and successful life.

How-to books, on the other hand, provide practical instructions and step-by-step guidance on specific topics. They equip me with the knowledge and skills needed to accomplish various tasks or pursue specific interests. Whether it’s learning a new hobby, mastering a professional skill, or understanding a complex subject, these books serve as valuable resources that empower me to expand my capabilities and achieve my goals.
