Background

Tracy Pennycuick has lived in Harleysville, Pennsylvania.[1] She served in the U.S. Army from 1984 to 2010 and reached the rank of lieutenant colonel.[2] Pennycuick earned a high school diploma from Mansfield High School, a bachelor's degree from the University of Missouri in 1987, and a graduate degree from Post University in 2015. Her career experience includes owning a business.[1][2][3]

Who are you? Tell us about yourself.

Tracy Pennycuick was elected to the Pennsylvania Senate in 2022 and represents the 24th District, which includes parts of Berks and Montgomery Counties. She currently serves as Chair of the Senate Communications and Technology Committee, Vice Chair of the Veterans Affairs and Emergency Preparedness Committee, and is a member of the Appropriations, Aging and Youth, Finance, Judiciary, and Law and Justice Committees.

Before her election to the Senate, Tracy represented the 147th House District in the Pennsylvania House beginning in 2020. A 26-year U.S. Army combat veteran, she began her career as an enlisted medic before earning a business degree and a commission as an Army officer, serving as a Black Hawk helicopter pilot. She completed three combat tours, including Operation Desert Storm, Iraq, and Afghanistan, earning the Bronze Star for her service. After retiring from the Army, Tracy launched a small business in the aviation consulting industry and served as Director of Veterans Affairs for Montgomery County. She and her husband Rick, also a U.S. Army veteran, live in Harleysville with their three dogs. They have four grown children and two grandchildren.

Tracy is committed to expanding educational opportunity for every Pennsylvania student. Working across the aisle, she secured $1.5 billion for educational tax credit programs, giving families greater access to attending schools of their choice, while also supporting meaningful cyber charter reform to ensure transparency and accountability. Tracy has driven billions in new recurring dollars to public schools in her district, strengthening classrooms and ensuring each child can reach their full potential.Tracy is fighting to make Pennsylvania more affordable for families, seniors, and small businesses by lowering taxes, cutting red tape, and supporting smart energy policies that keep utility costs down. She helped advance the Working Pennsylvanians Tax Credit, bipartisan legislation that delivered $193 million in relief to Pennsylvania families, supported wage increases for direct care workers, and championed community programs that provide essential services to seniors and adults with physical disabilities. As a member of the Senate Appropriations Committee, Tracy works to pass responsible state budgets that fund core priorities like education and public safety without raising taxes, ensuring transparency and preventing excess spending.Public safety is a top priority for Tracy. She has worked across party lines to strengthen support for law enforcement and first responders, delivering more than $1.4 million in grants to local municipalities for emergency services. As Chair of the Communications and Technology Committee, she led the passage of new legislation to combat AI-generated child exploitation and deepfake crimes, equipping prosecutors with modern tools to hold criminals accountable in an evolving digital landscape. Tracy has also sponsored legislation to strengthen penalties for dangerous offenders, enhance school safety, and ensure all communities remain safe and secure.
