Background

Thomas Kutz was born in Harrisburg, Pennsylvania. He graduated from Cedar Cliff High School. He earned a bachelor's degree from Grove City College in 2016 and a law degree from Widener University Commonwealth Law School in 2022. Kutz's professional experience includes working as an attorney and congressional staff member on the U.S. House Committee on Ways & Means and as policy director at the Pennsylvania State Senate.[1][2]

Who are you? Tell us about yourself.

Central Pennsylvania is my home. As a proud seventh-generation Cumberland County resident, I chose to plant my family roots here. I ran for the Pennsylvania House in 2022 because I wanted to serve the community that my family has always called home. I grew up in Mechanicsburg and worked my way through college and law school. My wife Allie and I are proud to call Mechanicsburg home and we're proud to work in service to our community. As a legislator, I have worked to grow our economy and make life more affordable for working families and seniors. I have sought to serve our community in more ways than one and give back every chance I get. My wife and I are active in our local church where we lead a small group and volunteer with the youth ministry team every week. We take part in community service projects and outreach events. Every person in the community has his or her own story, and I enjoy hearing about them at every event I attend or host.

I like to see the best in people, and I know we can disagree without being disagreeable toward one another. I have worked tirelessly across the aisle to build coalitions to problems we all share. Most of all, I'm committed to authenticity. Your elected officials should be true to themselves and true to their communities. I promise you I will always endeavor to do just that, and I hope to earn your support along the way.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

Affordability For Families: I'm leading the fight to make life more affordable for Pennsylvanians by providing targeted tax relief and savings on the cost to buy a home, energy prices, income tax, and lowering the costs of everyday household items. We must do more to make life more affordable for seniors and young families, and that starts with changes in state tax policy to do just that.Competitiveness for Job Creators: I'm committed to bringing better, higher-paying and family-sustaining jobs to Pennsylvania. Businesses have a choice where to plant roots and expand, and I have authored and supported legislation to bring Pennsylvania to the top of the list. My priorities include tax relief for small businesses through Net Operating Losses and accelerating phasing down the Corporate Net Income Tax.Fiscal Discipline: Pennsylvania is facing substantial fiscal challenges in the coming years if it does not produce revenue from economic growth and job creation. I'm committed to passing responsible budgets, prioritizing the Rainy Day Fund, and placing Pennsylvania on strong financial footing for the next generation.

What areas of public policy are you personally passionate about?

I'm passionate about tax and budget policy because of its role in shaping the entire economy. I'm passionate about workforce policy because a well-trained and educated workforce is imperative to a healthy economy. I'm passionate about infrastructure policy because infrastructure is required to move people, goods, and services throughout communities. Lastly, I'm passionate about good government policies because government only works when it is accessible, accountable, and transparent to its citizens.

Thomas Kutz is a lifelong Cumberland County resident who has served his community as a Lower Allen Township Commissioner, Congressional staff member, and non-profit leader. Thomas is a graduate of Cedar Cliff High School and Grove City College. Thomas served on the staff of the United States House Committee on Ways & Means when the committee considered tax reform legislation in 2017 and returned to home to Pennsylvania soon after to pursue his law degree at Widener University Commonwealth Law School. Thomas was elected Lower Allen Township Commissioner in 2019 and serves in that capacity today. Thomas has focused his efforts in local government on responsible budgeting and public safety. Thomas resides in Lower Allen Township.

Pennsylvania is a state full of unleashed economic potential because of policies that deter businesses and families from moving here. Thomas will work to make Pennsylvania more business friendly through advancing pro-growth policies to make Pennsylvania more competitive and attractive for businesses and families.Every student and every citizen should be safe in school and in their neighborhoods. As a Township Commissioner, Thomas has voted to support funding for officers and advancements in technology to keep our community safe. As State Representative, Thomas will support programs that keep our students safe at school and our neighborhoods a safe place for families.Pennsylvania is facing a substantial deficit in the coming years. As a Township Commissioner, Thomas enacted responsible budgets by holding the line on taxes and cutting spending. As State Representative, Thomas will work tirelessly to protect taxpayer dollars by leading with responsible budget policies.

What areas of public policy are you personally passionate about?

As someone building a family in Cumberland County, Thomas is most passionate about leaving the next generation in a better place than Pennsylvania is today. For Thomas, this means advocating for policies that will make Pennsylvania the next hotbed for businesses to come to and where families can move for a great quality of life. Thomas is passionate about ensuring our children have a quality education and that their schools are safe. Thomas is also passionate about finding ways to fund infrastructure improvements so that we can rebuild our roads and bridges. Thomas is pro-life and a strong supporter of the Second Amendment and will promote policies that protect life in all forms. Thomas knows that supporting these policies will make Pennsylvania prosperous for generations to come.

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

As a young school student, I vividly remember the terrorist attacks of September 11, 2001. These attacks shook America to its very core and threatened the foundation of freedom. The terrorist attacks had a profound effect on me, and it instilled in me a passion to serve my community and to ensure that the American ideal would live on despite the attacks it faces. I'm grateful for every first responder who ran towards the danger that day, and I'm grateful for every soldier who answered the call to serve in order to protect our freedoms and our way of life.
