Terry Stier was born in Minneapolis, Minnesota. He earned a high school diploma from Belle Plaine High School. He earned an associate degree from Normandale Community College in 2001. His career experience includes working in law enforcement.[1]

Who are you? Tell us about yourself.

I was born and raised in the city of Belle Plaine, growing up in the city and working on the family farm. I learned how to work hard in difficult situations and how to keep focused on the end goal. What I refer to as "noise" is external sources trying to sway you one way or the other. Tested time and time again, I let the noise pass by and do the right thing. I graduated from Belle Plaine High School and attended Normandale Community College obtaining an associate's degree in criminal justice. In 2003 I started my career in Law Enforcement and worked my way through the ranks to Chief of Police. Public Safety and protecting our most vulnerable from harm is my passion. Protecting those who protect us is another passion which was shown during my first term. Removing a three-year waiting period for a cost-of-living increase to our retired police officers and firefighters tops the list of my accomplishments. Those who protected us for so many years no longer have to wait and are in line with the other pension plans. I will continue to fight on public safety issues and will protect your second amendment rights. My home life consists of a blended family of four children and one grandchild. We spend time between our home in southern Minnesota and cabin in the Northwoods, God's Country. Hunting, Fishing, Trapping and anything outdoors, especially in the Northwoods is what keeps me grounded and focused on protecting greater Minnesota.

I have the courage to stand up to anyone to protect our way of life. I am not afraid to have difficult conversations or enter difficult situations. I will not back down when our way of life is threatened.

I am honored to be able to be a police officer in Minnesota. My profession is under attack by the legislature, media and public but we still stand strong to protect the most vulnerable from harm. I am honored to be the incumbent and endorsed candidate for house district 22B. It is truly and honor to serve my district in St. Paul.

As law enforcement is a calling, or a duty to serve, I feel the same way about holding political office. For those who decide to run for office, it is our duty to create a better future for our children.I am passionate about public safety and protecting our most vulnerable from harm. I also will work to protect small business from overtaxing and government overreach. I am passionate about agriculture as it is the backbone of America.

During my first term in office, we started to turn the ship in the right direction for Minnesota. We have a lot of work to do in stopping the massive amounts of fraud, waste and abuse happening in St Paul. Cutting 5 billion dollars from the state budget was a win, but it was not enough to bend the curve for years 2028-2029 where we have a looming structural imbalance. During the trifecta, wasting an 18 billion dollar surplus and growing government by another 10 billion will be hard to overcome but we will.Being truthful and owning what you say. During my first term in office, I made it clear that I was there on a mission to protect public safety. Being a "freshman" in the political arena is not easy and sometimes you are overlooked. My voice is loud and I did not allow veteran politicians get in my way. I do not play high school games, and I refuse to banter back and forth for no reason, other than a click on Facebook. I do not need this job, the extra stress or the political attacks to myself and my family. I do this for one reason, so you don't have to. My job has always been protecting the public from harm, and I am doing just that in St Paul. If you need help, let's fix it together regardless of party.

What areas of public policy are you personally passionate about?

I believe I have beaten the drum of protecting public safety enough for this survey. We need to lower taxes by cutting fraud, waste and abuse from programs. We need to reduce the overinflating size of Minnesota agencies. The Department of Human Services is a disaster, and programs are riddled with fraud. This whole agency needs an overhaul. We need to invest into system modernization. This will be an up-front cost with a cost savings down the road for the state, counties and cities. We know this system is failing, and has failed for many years so why won't they fix it? Because it's where all the fraudulent money is being filtered from. Billions wasted and it's still happening now.

What organizations or individuals have endorsed your campaign?

I am endorsed by the Minnesota Peace and Police Officers Association (MPPOA)

I only filled out the endorsement paperwork for the MPPOA during my first term.

For 2026 I was awarded Legislator of the Year by the Minnesota Peace and Police Officers Association.

I was awarded Legislator of the Year in 2025 by the Minnesota Chiefs of Police Association.

I was named a Legislator of Distinction by the League of Minnesota Cities in 2025.

My home life consists of watching softball, baseball, swimming and track while spending time with family and friends hunting, fishing and trapping.
