Who are you? Tell us about yourself.
I am Delegate Teresa Woorman, and I am proud to represent Maryland's District 16 in the House of Delegates.
I immigrated to the United States from Puebla, Mexico, as a child and grew up in Montgomery County Public Schools. Like many families in our community, my family worked hard to build a better future, and those experiences shaped my commitment to public service. I learned English in our public schools, became a U.S. citizen while attending the University of Maryland, and have dedicated my career to serving the community that gave me so many opportunities.
Before being appointed to the House of Delegates in 2024, I spent nearly a decade working in the Maryland General Assembly, helping legislators deliver results for Montgomery County families. Today, I serve as Deputy Majority Whip and as a member of the House Health Committee.
In Annapolis, I have focused on solving problems and delivering results. I passed legislation protecting patients from insurance companies that deny coverage people have already paid for, expanding access to higher education for immigrant students, and modernizing Maryland's probate system to make it fairer and more accessible for families.

I deliver results. As a Delegate, I have passed legislation protecting patients from insurance companies that deny care, expanding educational opportunities for immigrant students, and modernizing Maryland's probate system to better serve families. I focus on solving problems, building coalitions, and getting legislation across the finish line.I am a public servant, not a career politician. I immigrated to this country as a child, grew up in Montgomery County Public Schools, and have spent more than a decade serving Maryland residents through local and state government. My life experience and public service career have given me a firsthand understanding of the challenges families face and a commitment to making government work for them.I will stand up for Maryland values. At a time when fundamental rights and freedoms are under attack nationally, I have fought to protect reproductive freedom, support public education, defend immigrant communities, lower healthcare costs, strengthen workers' rights, and ensure every Marylander is treated with dignity and respect.
What areas of public policy are you personally passionate about?
I am particularly passionate about healthcare, immigration, education, and protecting democratic institutions. My experiences as an immigrant and the daughter of working-class parents have shaped my belief that everyone deserves access to opportunity, quality healthcare, and a fair chance to succeed.
As a member of the House Health Committee, I have focused on lowering healthcare costs, strengthening consumer protections, improving long-term care oversight, and expanding access to care. I am also passionate about creating pathways to educational opportunity, especially for immigrant and first-generation students, because education changed the trajectory of my own life.
