Who are you? Tell us about yourself.
My goal is lower costs, more choices, and a healthy insurance marketplace. Insurance is my life's work and I have been a relentless advocate for outcomes that benefit my clients and will continue that fight for Californians at the Department of Insurance.
I am not a politician. I am a nationally recognized insurance industry expert with more than 38 years of hands-on experience helping families and small businesses navigate complex insurance policies, claims, and coverage decisions. I built a full-service insurance agency from the ground up, servicing nearly 8,000 policies, and earned recognition for excellence in underwriting, production, and client service.
Right now, California is uninsurable because the risk environment is too high. This didn’t happen overnight, and it didn’t happen by accident. We must bring down the insurable risk in the state by managing our land, addressing fraud, crime and homelessness.
I have a plan to restore competition and bring insurers back to California, expand product availability, change the culture of the Department of Insurance to be service-focused, and crack down on fraud. I will lead the Department to restore balance to the marketplace so that carriers can write policies and compete for your business.
I am uniquely qualified to turn this crisis around.

Open a New Business Division: Restore competition and bring carriers back. California's crisis is the result of failed leadership. I will restore a functional marketplace by reducing regulatory barriers, streamlining rate approvals, and making California a state where insurers can write policies and compete for customers so they can get off the FAIR plan.Reduce the Insurable Risk: Lower premiums start with lower risk. I will work aggressively with state and local leaders to improve forest management, harden communities against wildfire, crack down on the fraud and crime that drive up claims, and invest in mitigation. You cannot regulate your way out of a crisis, you have to address the root causes.Protect consumers by fixing the system. Real consumer protection means having a functioning insurance market that offers affordable options, real choices, and an Insurance Department that serves the public.
What areas of public policy are you personally passionate about?
Free-market solutions for a healthy insurance marketplace. Getting customers off the FAIR Plan. Smaller, more efficient government.
What characteristics or principles are most important for an elected official?
Ethical and dedicated.
What legacy would you like to leave?
After four years as Insurance Commissioner I want to see 1. Mass depopulation of the FAIR plan.
2. Consumers in California facing lower costs for insurance and an abundance of product through a free market.
3. a high operational level of customer service at the Department of Insurance.
4. The legislature and Governor can claim success when we work together to lower the insurable risk in CA related to crime and wildfires.
What is something that has been a struggle in your life?
Losing my father at a young age shaped everything that followed. He was killed in a car accident and what saved my family from financial devastation was a life insurance policy he had taken out just weeks before his death. That gave me purpose in my career path.
It also gave me a visceral understanding of what insurance actually means to a family in crisis. It is not paperwork. It is not a premium payment. It is the difference between stability and collapse when the worst happens. I have carried that understanding into every client relationship, every claim, and every difficult conversation over the past four decades — and it is what drives me to fight for a California insurance system that actually works for the people who need it most.
