Who are you? Tell us about yourself.
I am Dr. Sonia Devgan-Kacker, a board-certified family physician and small business owner who has spent more than 26 years caring for families across California’s 26th Congressional District. Through my medical practice, Westlake Village Urgent Care and Occupational & Family Medical Clinic, I have provided more than 200,000 patient visits across the district while helping train the next generation of healthcare professionals. I earned my undergraduate degree from Stanford University and my medical degree from the University of California, Irvine. As a physician, employer, and longtime community member, I see every day how federal policy affects healthcare, small businesses, and working families. With the congressional seat in California’s 26th District now open, I decided to run for Congress because Washington needs more problem-solvers and fewer career politicians. After 26 years serving this community, it’s time for this doctor to make a “House Call” to Washington.

Affordable Healthcare: As a frontline physician serving families in California’s 26th District, I see firsthand how healthcare policy affects patients. Families are struggling with the affordability of healthcare, rising costs, and complex insurance coverage rules. Too often, patients are forced to choose between health insurance and paying their rent. At the same time, corporate consolidation and private equity are increasingly shaping—and profiting from—the healthcare system, often at the patient’s expense. Patients deserve access to doctors—not corporate healthcare bureaucracy. When Congress writes healthcare laws, physicians should have a seat at the table to ensure policies work for patients and communities in the real world.Supporting Local Economies and Small Businesses:
California’s 26th District is one of the most economically dynamic regions in Southern California, with strong agriculture, innovative aerospace and technology sectors, and thousands of small businesses that power our local economy. Yet many businesses struggle with complex regulations, rising costs, and economic uncertainty. As a small business owner who employs local workers and serves thousands of families, I understand these challenges firsthand. In Congress, I will work to support entrepreneurs, strengthen local industries, and promote policies that allow businesses to grow, create jobs, and keep our regional economy strong.As a Ventura County resident, wildfire preparedness is part of daily life—my evacuation bag is packed and ready. Families across California’s 26th District live with the uncertainty of wildfires, from evacuation warnings to the growing challenge of finding affordable homeowners insurance. As wildfire risks increase, many families and small businesses are struggling to keep coverage. Communities need stronger support for wildfire prevention, forest management, resilient infrastructure, and rapid disaster response. In Congress, I will work to ensure federal programs help communities prepare, respond quickly, and rebuild stronger.
What areas of public policy are you personally passionate about?
The homelessness crisis is not just a housing issue—it is a mental health, public health, and public safety emergency. No one should be dying on the streets in the United States. With the 2028 Olympics coming to Southern California, we have an opportunity to show national pride by addressing this crisis with urgency and compassion. Homelessness is a national challenge that requires federal leadership working in partnership with local communities, including funding through programs like HUD to expand shelter, housing stability, and mental health services. We must focus resources on solutions that help people rebuild their lives while ensuring transparency and accountability.

Formal endorsements will be announced as they are confirmed. My campaign has received early grassroots support from physicians, small business owners, and community members across California and around the country.
