Background
Moulton was born in 1978 and grew up in Massachusetts. He attended Harvard University, where he earned his bachelor's degree in physics in 2001. After graduating, he joined the Marine Corps and served four tours in Iraq between 2002 and 2008.[2] Moulton again enrolled at Harvard University after completing his military service, earning a master's degree in business administration from the Harvard Business School and a master's degree in public administration from the John F. Kennedy School of Government in 2011.[3]
From 2011 to 2013, Moulton worked as managing director of Texas Central Railway, a public-private partnership developing a high-speed rail project, in Dallas, Texas.[4] He was co-founder and president of Eastern Healthcare Partners, a startup aimed at addressing obesity in the U.S. and Middle East, in 2013.[5]

I'm Seth Moulton: father, veteran, and Congressman running for U.S. Senate to bring a new generation of leadership to Massachusetts.
I’ve lived the consequences of failed leadership in Washington. I joined the Marines in 2001 and served four tours in Iraq because I never wanted someone else to go in my place.
In 2014, I became the first primary challenger to beat a sitting Massachusetts congressman since 1992. I’ve delivered in Congress: leading the creation of the 988 Suicide and Crisis Lifeline, securing $2B+ for Lynn, expanding ALS care, and flipping 24 seats red-to-blue through my organization Serve America.
I’ve always stood up to the status quo to fight for progressive values. Now, I’m taking the fight to the Senate.
I won’t vote for Chuck Schumer for leadership. I’m taking on Trump and corporate greed with the most progressive affordability agenda in this race, treating housing, healthcare, and education as human rights: banning private equity from neighborhoods and hospitals, universal health care and pre-K, funding it with a wealth tax. I’ve championed campaign finance reform, stock trading bans, Supreme Court reform, and was the first in this race to call to abolish AND prosecute ICE.
Massachusetts families can’t wait six more years. People are hurting, the old playbook has failed us, and families feel like they don't have a voice. They need a fighter to change the playbook and start making Democrats win again. That's why I'm in this race.

My first priority is delivering immediate cost-of-living relief through my progressive Affordability Agenda. Massachusetts families are hurting from skyrocketing costs while corporations and the Epstein class break profit records.
We must treat housing, healthcare, and education as fundamental human rights. My plan bans private equity from our neighborhoods and hospitals, expands tenant protections, lowers prescription drug prices, establishes universal Pre-K, passes Universal Healthcare, and more. It’s funded by a national wealth tax and by closing Trump's tax loopholes.

The old playbook failed us, bringing two terms of Trump. We need new leadership to aggressively fight this lawless administration. I’ll ban congressional stock trading, end unauthorized wars like Iran, and protect our elections. I’ve introduced the NOEM Act, Protecting American Voters’ Rights Act, and FAIR Justice Act. My Election Integrity Agenda abolishes the filibuster, passes the John Lewis Voting Rights Act, protects mail voting, and overturns Citizens United. I’ll use nominee confirmation and the power of the purse in the Senate for accountability. Unlike my opponent, who voted to confirm 61 Trump nominees, I’ll never rubber-stamp extremists.My third priority is overhauling our broken immigration system. We need the courage to abolish ICE and build a system that works. ICE is terrorizing communities, ripping families apart, and killing people in our streets. I was the first in this race to call for abolishing AND prosecuting ICE, and I will continue voting against funding this lawless agency.
We must build a humane, compassionate system that reflects our values: abolish ICE and move enforcement under the DOJ with strict accountability; create clear pathways to citizenship for DREAMers, TPS holders, and long-term residents; protect Special Immigrant Visas for wartime allies; and establish timely pathways for newcomers.
What areas of public policy are you personally passionate about?
I’m deeply passionate about public policies born from lived experience. After experiencing PTS following four combat tours in Iraq, I led the creation of the law creating the national 988 Suicide and Crisis Lifeline which is saving thousands of lives. Expanding accessible mental healthcare for veterans, youth, and families remains a central fight for me. My job after the Marines was in high-speed rail, which eventually led to my American High-Speed Rail Act: a landmark plan to build carbon-free transit, expand regional housing supply, and create millions of green union jobs. I’m equally driven to solve our affordability crisis by treating housing, healthcare, and education as human rights, while working to end government corruption.

Voters should never be intimidated while casting their personal vote, nor should they be scared to go to the polls for fear of intimidation, harassment, or violence from agents of their own government.Prohibit using federal funds to “take over” or “nationalize” electionsAmerica has a long, democratic history of empowering states to oversee their own elections, and Donald Trump’s threats to “nationalize” elections should concern anyone who cares about the integrity of our democratic process. To ensure that election officials and poll watchers feel safe when performing their duty, there must be serious legal ramifications for those who attempt to intimidate, harass, or in any way pressure election workers.Increase funding to update outdated infrastructure and cybersecurityOutdated voting machines and unprotected software risk the trustworthiness of our elections and undermine public trust in this important process. Federal funding must be directed toward updating election infrastructure and strengthening cybersecurity to guarantee that when Americans cast their ballots, they have complete confidence in the systems that receive their vote. Commit Trump officials, GOP office holders, and Military and Civilian authorities to a peaceful transfer of power. We should not rely on hope or norms when democracy is being tested. Congress must use its oversight role and other constitutional powers to demand clear public commitments from administration officials, military leaders, and elected officials to respect the results of elections and support a peaceful, orderly transition of power. It is time to stop being reactive and demand more in advance. Clarify that federal law cannot compel states to hand over private election information absent clear congressional authorization.No American should be fearful that by performing their civic duty, they risk their information being handed over to an administration that is vilifying its opponents and trying to suppress their vote. Federal law is clear: states cannot be compelled to give up the private information of their citizens without congressional approval. Your vote and your data is your own. We must stand firmly by the law to keep it that way. I pledge to do all I can to ensure the 2026 elections remain free and fair. But all of us can contribute to that end. Here is what you can do to help defend the 2026 elections:Work the PollsPoll workers are the unsung heroes of our elections, and the job is getting harder. Sign up through your local elections office to work for our democracy.Watch the PollsPartisan and nonpartisan poll watchers observe elections to ensure fairness. Volunteer with your local party committee or nonpartisan group to do so.Prediction Markets When government officials possess material, non-public information about when and where the next bomb will fall, and then use that knowledge to make hundreds of millions of dollars on offshore markets, they’re insider trading on the blood of our troops. They have a financial incentive to see the conflict escalate and a personal interest in keeping the American people in the dark.We need to shut down the “Death Markets” once and for all. We need to ban federal officials from trading on the outcomes they control or insider knowledge of, prosecute offshore rule-breakers, and investigate the conflicts of interest between this administration and the companies facilitating these bets.In my office, the rule is already in effect: we don’t bet on the mission. It’s time we forced the rest of Washington to follow suit.Commitment to Not Participate I imposed a policy spanning both my Congressional and campaign teams stating that neither I nor anyone on my teams would use prediction markets to bet on government actions or outcomes nor profit from any information learned as a result of the job. LGBTQ+ youth, especially transgender youth, face higher rates of bullying, depression, and suicide risk. I led the creation of the 988 Suicide & Crisis Lifeline, which has already connected millions of Americans to lifesaving support, and I am working to restore and protect specialized services for LGBTQ+ youth within 988, because no young person in crisis should lose help due to politics. Mental healthcare is healthcare — and I will fight to ensure every person can access it when they need it most.Ensure Protections for Every American, regardless of race, sexual preference, or gender identity. I was a cosponsor of the Transgender Bill of Rights when it was first introduced last Congress, in 2023, and am proud to cosponsor it again in 2026. I have also fought for years to ensure our transgender troops can serve openly and proudly. Anyone willing to put on the uniform and defend this country deserves respect.Democrats must do more than defend against attacks. We must lead, and build a country where every person — regardless of race, sexual orientation, or gender identity — can live openly, safely, and with dignity.Equality for all is not optional. It is who we are supposed to be. And it is a promise worth fighting for.Mental Health & Placing Our Kids’ Well-Being Before Big Tech’s ProfitsMental health touches every community. Whether you live in a red state or blue state, a city or small town: everybody in America knows somebody who has suffered from mental illness, and parents can see that our nation’s young people are facing a mental health crisis. This is personal for me. After serving in Iraq, I experienced post traumatic stress, and I have been open about how hard it can be to speak up and get help. That is why I have fought so hard in Congress to reduce the stigma around mental health and to improve access to quality care. I led the effort to create the national 988 Suicide and Crisis Lifeline, which provides lifesaving assistance to any American.Expand Access to Care: People suffering from mental illness and addiction should be able to access care, including telehealth and long-term in-patient treatment. We must also address the chronic underfunding of programs that help keep people off the streets. Countywide Crisis Intervention Centers: Build on proven pilot projects that have already demonstrated success in Massachusetts.Nationwide Ban on Cell Phones in Schools: Condition federal funding on local education agencies establishing and enforcing reasonable restrictions on cell phone use during classroom instructional time. Mental Health Screenings in Schools: Provide the resources that will enable schools to provide regular, free mental health screenings for students Social Resiliency Trust Fund: Tax social media companies and use those funds to build more public spaces and invest in youth organizations that encourage social connection. Provide safe public spaces that tie communities together.Putting Working Families FirstMassachusetts has some of the highest childcare costs in the country. Parents have enough on their plates without being squeezed by the skyrocketing cost of raising children while also caring for aging grandparents. Increased Funding for Childcare: We should be expanding the childcare workforce, paying childcare workers more, and building new childcarecenters. Parking lot attendants often get paid more to watch cars than childcare workers get paid to take care of our children. We should also make it possible to co-locate childcare and senior care facilities. Support for Full-year Head Start: Every child deserves the opportunity for success, and yet about 20% of Head Start staff positions nationwide were recently vacant due to low pay. I have fought to secure millions in federal funding for Lynn’s Head Start campus—creating 15 new classrooms and space for hundreds of children in a model of year-round early education that strengthens families.Expanded Child Tax Credit: The CTC cuts child poverty and provides peace of mind to parents. We should make permanent the improved child tax credit that was passed during the pandemic despite repeated Republican efforts to cut it.Expanded Vocational Ed: Cover GED and trade school feesand greatly expand apprenticeship programs.The skills needed for careers that last a lifetime will change over time. A lifetime of learning must not only be accessible but rewarding. Pell Grants also need to help young people cover the actual cost of getting an education today.Support Job and Manufacturing Training: I helped bring together GE, labor, and educators to launch a nearly $8 million investment in Lynn’s E-Team machinist training initiative. Together, we can build an expanded pipeline for high-skill, high-wage jobs in advanced manufacturing and deliver lasting results in job placement, wage growth, and opportunity for working families.Fighting Back Against Trump’s War on AmericansWe need to stop Donald Trump in his tracks. These are some things Democrats can do to fight MAGA harder:No Troops in Cities: Hard line. Amend the Insurrection Act to prohibit the use of federal military forces in civilian areas for political gain.No Masks for ICE: I never wore a mask when people were shooting at me in the Marines. Our police officers don’t wear masks on patrol. I will fight to require ICE and other federal officers to stop being cowards and show who they are — no secret police.Defend Education and Free Thought: The First Amendment is more important than the Second. We need to team up with Republicans whose schools are being threatened by the Trump Administration as well.Fight for Unity: It’s not enough just to oppose Trump. Democrats should be the party of American values: freedom, truth, justice, and inclusive politics. I have always championed national service (e.g. AmeriCorps and Peace Corps) but we should renew our commitment to bring Americans together through service while also building community resilience. Trump is against all of this, so standing up to the Trump Administration requires working across the aisle.Healthcare That Works for People, Not CorporationsMassachusetts communities have seen firsthand what happens when investors take over running our nursing homes and hospitals. The private equity industry gutted Steward Health Care and left the system bankrupt. The closures in Dorchester and Ayer didn’t just eliminate buildings, they ripped out critical lifelines.
