Who are you? Tell us about yourself.

I am a fifth-generation Kansan. My family settled in Jefferson County in 1856. I grew up in Shawnee and attended Shawnee Mission public schools. My father, Ray Morgan, was a Kansas City Star reporter.

I graduated from the University of Kansas with degrees in journalism and law. I worked for Senator Nancy Landon Kassebaum; served as Staff Counsel to Senator Bob Dole on the Senate Judiciary Subcommittee on Courts; represented the Senate as a non-voting member on the Federal Election Commission; and was Chief Counsel to Dole's 1988 presidential campaign. In Kansas, I served as Chief Counsel and Director of Federal Affairs for Governor Mike Hayden.

Kathleen and I started Morgan Quitno Press, a publishing company we sold to CQ Press in 2007. I served two terms on the Lawrence School Board, twice as president.

I was the Republican nominee for Congress and the Kansas Senate and challenged Kris Kobach in the 2014 Republican primary for Secretary of State.

Over time, I grew concerned by polarization and the shrinking space for practical, independent-minded Kansans tired of politics that treats opponents as enemies. For the past decade, I have helped build a voice for Kansans who believe moderation can have principles, independence can be constructive, and government can solve problems. I helped launch the Free State Party in 2025. It merged with the United Kansas Party in 2026, where I serve as Executive Director.

Kathleen and I have three grown children and live in Lawrence.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

A calm, competent choice in a time of political conflict. Kansans deserve a Secretary of State who lowers the temperature, treats voters with respect, and focuses on doing the job well rather than scoring partisan points. The office should provide reliable election administration and responsive public service, not another platform for political division.The Secretary of State should be more of a referee than a political participant. The office administers elections for every Kansan, regardless of party, and should put fair rules, professional administration, and public confidence ahead of partisan advantage. Voters should be able to trust that elections are secure, accessible, and administered evenhandedly.Neither Republican nor Democrat. Something different. I am offering Kansans an independent choice rooted in practical problem-solving, constitutional principles, and the belief that voters deserve better than constant political conflict.

What areas of public policy are you personally passionate about?

I am passionate about strengthening democratic institutions and ensuring elections are fair, secure, accessible, and trusted. Kansas should protect advance voting in person and by mail, with sensible safeguards and clear deadlines.

I support considering reforms that give voters more meaningful choices and a stronger voice, including fusion voting, ranked-choice voting, and independent citizen-based redistricting so politicians do not choose their voters.

Kansas should examine whether election administration would be better entrusted to a broader bipartisan or nonpartisan panel rather than one partisan elected office.

We must do more to encourage people, especially young people, to register and vote.
