Background

Neal was born in Worcester, MA. He received a bachelor's in political science from American International College. He continued his education at the University of Hartford, earning a master's in public administration.[1] Prior to his congressional career, Neal was the mayor of Springfield, Massachusetts and a member of the Springfield City Council.[2][3][4]
