Rhondalyn Randolph (Democratic Party) is running for election to the Kentucky House of Representatives to represent District 13. She is on the ballot in the general election on November 3, 2026. The Democratic primary for this office on May 19, 2026, was canceled.

Who are you? Tell us about yourself.

Rev. Rhondalyn Randolph is a community leader, pastor, advocate, and public servant running for Kentucky State Representative in District 13. She makes Owensboro her home and the focus of her dedication to community service. A native of Madisonville and longtime Owensboro resident, she has dedicated her life to faith, community development, civil rights, and opportunities for working people and families. She also has experience collaborating with business and civic leaders across the city, county, and state.

Rev. Randolph serves as Senior Pastor of Pleasant Point Baptist Church in Utica, where she made history as the first woman in Western Kentucky licensed to preach and pastor a Baptist church. Licensed in 1997 and ordained in 2006, she led the restoration and revitalization of the historic 150-year-old congregation, securing state historical landmark designation for the church and cemetery in 2013 while expanding ministries, outreach programs, and facility improvements.

Her leadership extends well beyond the pulpit. Rev. Randolph currently serves as the Executive Director of the Owensboro Human Relations Committee working for equity and advancement of everyone. She previously served as the VP of the NAACP Kentucky State Conference and as the past President of the Owensboro NAACP Branch (2014 – 2025). She established the Travis Leon Jackson Scholarship and has led major civil rights and reconciliation initiatives.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

Affordability is paramount in a thriving community. Rent, childcare and insurance rates have sky rocketed and puts a strain on working families. The high cost of living has made first time home ownership out of reach for many young families. Working with stakeholders from private and public interests, to build partnerships for component solutions to our housing inventory deficit, food insecurity and building childcare infrastructure that’s affordable.Education is foundational path out of poverty. Early education is a key building block to a secure and impactful school experience. Providing the opportunity for all Kentucky children to access preschool helps build strong families. Strong families build strong communities and it’s solidified through education.Prioritizing public safety is foundational to achieving and sustaining a growing, vibrant community. If our families and neighbors are not safe, it creates an environment of mistrust and tension that undermines the strength of our communities.

What areas of public policy are you personally passionate about?

I’m personally passionate about are housing and development working to advance local land use reforms and incentivize districts to address statewide affordable housing. Education-school governance to ensure public education is fully funded and local school districts maintain local control. Addressing criminal justice-public safety needs of communities by strengthening sentencing and expanding access to mental health supports. Establishing policy and laws around large scale days centers while ensuring communities can capitalize on possible monetary benefits without damaging our environment. Finding ways to tackle exploding costs in healthcare-Medicaid while ensuring that communities healthcare needs are met.
