Who are you? Tell us about yourself.
I am a Doctor of Occupational Therapy and an associate clinical professor of occupational therapy at the University of New Hampshire. I have over 35 years of clinical experience in health care service delivery and rehabilitation service management, and 11 years of academic experience. I am uniquely positioned to address healthcare and education policy in NH. Further, my management experience prepared me to address the underfunding issues that affect healthcare and education service delivery in NH. I believe that fair (not increased) taxation will reduce pressure on education budgets, allowing local municipalities to reduce local property taxes. State government must resume its previous roles so municipalities can address affordability on a local level.
Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?
It is imperative to address the property tax issue in NH. One way for the state to resume its previous commitment to local municipalities is to restore the BET to .60 whikle keeping the increased threshold of 298,000. The argument for creating a more favorable business environment does not take the state's overall tax structure into account. While NH ranks 44th in business taxes, the state ranks 6th in overall tax burden and can easily justify restoring the BET rates.After restoring a fair BET rate, the money generated by this tax should go to cities and towns. This money should be designated to address local municipal costs such as police, fire, and teacher benefits. By reducing this burden on local towns, property taxes can stabilize.Local control of education is a bedrock principle of N.H. The legislature continues to threaten local control through the aggressive promotion of uncapped school choice. Uncapped school choice is, at its core, a voucher program that permits the transfer of public funds to private entities. Further, these plans are in opposition to IDEA, and I would seek to hold the federal government accountable for its failure to fund IDEA appropriately. I would also seek to restore the 320% of the federal poverty level income cap and maintain a 10% cap on movement of students in each district.
