Background

Pat Dixon was born in Pittsburgh, Pennsylvania. He earned a high school diploma from Archbishop Alter High School and a bachelor's degree in paper science and engineering from Miami University in Oxford, Ohio. Dixon has served as a city council member in Lago Vista, Texas. His professional experience includes being the president of Dixon Process Automation Services Inc. Three reasons to vote for Pat Dixon:

QUALIFICATIONS: I have held several executive level positions in private industry, non-profit, and political entities and have experience working with the Texas legislature since 2004 and have served in elected office. CHOICE: Three choices is not a crowded ballot. You would not accept only two choices of bread, car, television station, or anything else. When it is this important, your choices should not be limited.

LIBERTY: The Libertarian Party represents the principles that founded Texas and the United States. As government has grown, liberty has shrunk. Right sizing government means you can do anything you want as long as you are not harming others.

Texas leads the world in data centers, and more are popping up like Hill Country bluebonnets. Texas will not be sustainable if the burden of growth falls solely on you. Free market sustainability is the right policy for Texas.

Free market sustainability means growth pays for itself. It requires those who impact demand for resources to pay for them. It welcomes growth and rewards those that cover all of their costs and succeed. The governor of Texas cannot pardon. That authority lies with the board of Pardons and

Paroles. I realize this board has previously denied commutation for Robert Roberson. The governor can

request the board reconsider the case and issue a pardon.

Emergency response is the most important responsibility, which means planning and cooperation

Texas that is governed less by political parties and more by the people

Governors have many responsibilities, which vary from state to state. Which of those do you personally consider the most important in your state?

Emergency response, such as floods, hurricanes, and violence

In most states, governors have the power to make line-item vetoes. If that is true in your state, what would be your philosophy for how and when to use this power?

The Texas governor has line-item veto power, but it is limited to appropriations (budget) bills. I am a Libertarian and I want to eliminate government functions that are bad for taxpayers, which will reduce spending and taxation

Under what circumstances should the governor of your state be able to use emergency powers?

Under current Texas law, the governor's emergency powers are generally intended for situations where immediate executive action is needed to protect public safety or maintain government operations. Examples include:

- Natural disasters, such as hurricanes, floods, tornadoes, or wildfires.

- Public health emergencies, such as outbreaks of infectious disease.

- Terrorist attacks or other major security threats.

- Widespread civil emergencies that overwhelm local resources.

- Critical infrastructure failures, such as prolonged power outages or major water system failures.

Don't vote to empower politicians, empower yourself. I want to empower you as a state senatorOut of 31 senators in Texas, shouldn't we have at least one Libertarian?My campaign is not about party, platform, promises, or plans. It is about common sense. I am the logical choice.

What areas of public policy are you personally passionate about?

As I have done in elected office previously, I will use common sense to make my decisions in the state senate.

I do not have a list of promises made to special interests.

My platform is one word:

LOGIC.

What characteristics or principles are most important for an elected official?

What do you believe are the core responsibilities for someone elected to this office?

Listening, deliberating, finding common ground, and defending core principles

What was your very first job? How long did you have it?

I worked in a paper mill in Maine, Honeywell in Phoenix AZ, DuPont in Richmond VA, and own my own business DPAS-INC in Lago Vista TX

Every state besides Nebraska has two legislative chambers. What do you consider the most important differences between the legislative chambers in your state?

A bicameral legislature gives one chamber that has more representation for local interests, and another chamber that ideally would represent the larger entity (country, state, city) in more of an at-large manner

Do you believe that it’s beneficial for state legislators to have previous experience in government or politics?

It is beneficial to have a record showing that you can do the job, as I have. It should not exclude anyone. It is up to the voters to decide whether experience matters and whether that experience shows the candidate is qualified

What do you perceive to be your state’s greatest challenges over the next decade?

I have often used the term Free Market Sustainability. The challenge is how to address environmental sustainability while enabling economic sustainability. A common driver is corporate welfare systems (such as the Enterprise Fund) under which government provides subsidies to corporations to grow the economy. Studies are mixed as to whether these programs create jobs, but the real issue is the impact of growth on demand for water, energy, transportation, public safety, and all other services. For example, Samsung requires ultrapure water, and therefore places a huge demand on the water supply. The real impact of growth needs to be studied so that instead of small businesses and individuals bearing responsibility for the burden of growing impact, growth needs to pay for itself. I call this Free Market Sustainability.

What do you believe is the ideal relationship between the governor and the state legislature?

The governor is the executive that needs to respond when decisions are timely. The legislature needs to set policy based on clear consensus.

This is applicable to the current COVID-19 crisis. Throughout the executive orders from governors, there seems to be silence on constitutional authorization. I have yet to hear any Republican or Democrat mention it. Chapter 418 of the Texas code covers executive powers, but it is reasonable to ask whether the governor is following this legislation and whether this legislation is constitutional. While it may be prudent for an executive to have certain powers in an emergency, there should not be ambiguity on the limits of such power.

Do you believe it’s beneficial to build relationships with other legislators? Please explain your answer.

Yes. We are a deliberative body and we need to listen to each other, deliberate, and find common ground. This is what I have done in business, non-profit organizations, and city council

What process do you favor for redistricting?

Years ago, the Libertarian Party of Texas presented a very reasonable proposal to address this (https://www.constitution.org/reform/us/tx/redistrict/pr_03701.htm). It would utilize existing resources of the Texas Legislative Council to produce compact and non-partisan district maps. It gained some media attention, but with Republicans and Democrats in o"ce there was little chance of progress. It will take a senator outside of the Republican and Democrat parties to change this.

If you are not a current legislator, are there certain committees that you would want to be a part of?

Any committee that I am appointed to, I will do my best. I have a lot of experience with elections legislation, and with redistricting I have a lot to offer
