Carter was born in St. Louis, Missouri. As of the 2012 election, he was a private practice attorney with Carter Law Offices LLC and had worked as a real estate attorney, defense attorney, general counsel, and senior lecturer at the University of Missouri-St. Louis. He had also served as a Wentzville Municipal Judge and as a director on the St. Louis Real Estate Board.[1]
