Background

Campbell graduated from Simon Kenton High School in Miami Beach, Florida. He worked as a cook and DJ before becoming a rap promoter. In 1984, Campbell founded the rap group 2 Live Crew. Campbell founded a youth football program in 2002. As of June 2026, three players who participated in the program had gone on to play in the NFL.[1][2]

In 1990, Campbell's record business sued the sheriff of Broward County after he ordered the arrest of record store owners who sold 2 Live Crew's album As Nasty As They Wanna Be on the grounds the record was obscene. In 1992, the United States Court of Appeals for the Eleventh Circuit issued its in ruling in the case, then known as Luke Records v. Navarro. The ruling established the precedent that music has serious artistic value and therefore cannot qualify as obscene under the framework established in Miller v. California (1973).[3][4]

In 1994, the Supreme Court of the United States ruled in favor of Campbell in Campbell v. Acuff-Rose Music, Inc. Acuff-Rose Music sued Campbell after 2 Live Crew released a song titled "Pretty Woman" that was a parody of Roy Orbison's 1964 song "Oh, Pretty Woman". Acuff-Rose Music claimed Campbell's group had violated Acuff-Rose's copyright to the 1964 song. The Supreme Court ruled that the appellate court's ruling in favor of Acuff-Rose weighed the commercial nature of Campbell's parody too heavily when they determined that it did not constitute fair use.[5][6]

Campaign websiteCampbell's campaign website stated the following:Where Luther StandsReal issues. Real plans. No career politician talking points. This is what Luther Campbell will fight for in Washington on behalf of Florida's 20th District.Affordable Housing & Insurance ReformFL-20 families across Fort Lauderdale, Lauderhill, Tamarac, and Pompano Beach are being priced out of their own communities. Insurance companies are abandoning the state or doubling premiums overnight. Landlords are buying up neighborhoods and pricing out the people who built them. This stops."We will build affordable housing so teachers, nurses, veterans, and working families can afford to live in the communities they serve — and we will stop the gentrification that is destroying FL-20 neighborhoods."$11K+ Avg Annual Home Insurance in Broward40% FL Renters Cost-Burdened#1 Most Expensive Insurance StateFederal Investment in Affordable Housing: Fight for federal funding to build and preserve affordable housing in Fort Lauderdale, Lauderhill, Tamarac, North Lauderdale, and across FL-20 — prioritizing teachers, nurses, first responders, and working families.Hold Insurance Companies Accountable: Push for federal oversight of Florida's insurance market. Companies cannot abandon Broward County homeowners or price FL-20 families out of coverage.Protect Against Gentrification: Advocate for anti-displacement policies that keep longtime residents in Fort Lauderdale, Lauderdale Lakes, Oakland Park, and Sunrise in their neighborhoods as development moves in.Emergency Housing Relief: Secure federal emergency relief funds for FL-20 families across Broward County who cannot afford to stay in their homes due to the insurance and housing crisis.Job Creation & Port ExpansionBroward County sits at one of the most strategically important economic locations in the hemisphere. Port Everglades and the Fort Lauderdale-Hollywood International Airport should be creating thousands of good-paying jobs for the people of FL-20 who live around them — not just profit for corporations."Expanding Port Everglades will create thousands of jobs in shipping, logistics, transportation, and international trade. Those jobs should go to the people of FL-20 — not just move product for people who don't live here."$50B+ Port Everglades Annual Economic Impact1000s Jobs That Could Be CreatedFL-20 At the Center of It AllPort Everglades Expansion & Investment: Secure federal investment to expand Port Everglades infrastructure, creating union-wage jobs in shipping, logistics, and international trade for Broward County residents.Local Hiring Requirements: Fight for legislation requiring federally funded port and infrastructure projects to prioritize local hiring from Lauderhill, Lauderdale Lakes, Sunrise, Tamarac, and across FL-20 first.Corporate Partnership Programs: Build public-private partnerships that bring major companies and employers into Broward County with job creation commitments tied to federal incentives.Workforce Development Pipeline: Connect job creation directly to workforce training programs so FL-20 residents in Pompano Beach, Deerfield Beach, and Oakland Park are first in line for new opportunities.Small Business Loans & InvestmentSmall businesses are the backbone of FL-20 communities across Fort Lauderdale, Lauderhill, Tamarac, and Pompano Beach. But access to capital has never been equal — minority-owned businesses in Broward County face systemic barriers to the loans, grants, and federal contracts that large corporations take for granted. That changes."I will push for federal small business grants and loans, expand access to capital for minority entrepreneurs across FL-20, and support programs that help local Broward County businesses grow and hire locally."60% Minority Loan Denial RateFL-20 Deserves Equal AccessFederal Grants & Loan Access: Expand SBA grants and loans targeting minority-owned and small businesses across FL-20's Broward County communities — cutting red tape that keeps small businesses locked out.Minority Business Federal Contracting: Increase the share of federal contracts awarded to minority and small businesses in Broward County — money that should be staying in FL-20 communities.Community Development Financial Institutions: Support and expand CDFIs serving Broward County businesses that traditional banks overlook.Business Mentorship & Resources: Fund federal programs that connect FL-20 entrepreneurs in Lauderhill, Sunrise, and North Lauderdale with mentorship, legal support, and business development resources.Youth Opportunity & Technical EducationThe next generation of FL-20 residents in Fort Lauderdale, Lauderhill, Tamarac, and Pompano Beach deserves a path to a career that doesn't require leaving their community or drowning in student debt. Technical education and workforce training are how we build that path — starting now."I will fight for federal investment in trade schools, technology training, and workforce programs so our young people in Broward County can build careers without being forced to leave their communities."20+ Years Mentoring Youth100s Athletes to College3 NFL Players CoachedFederal Investment in Trade Schools: Secure funding for vocational and technical schools across FL-20 in Broward County — preparing young people for high-demand careers in trades, technology, and healthcare.Technology & Workforce Training: Fund programs training FL-20 residents in tech, coding, cybersecurity, and emerging industries — building a Broward County talent pipeline.Youth Mentorship & After-School Investment: Expand federal support for after-school programs, youth mentorship, and sports programs that keep young people in Lauderhill, Lauderdale Lakes, and North Lauderdale on a positive path.College Access & Student Debt Relief: Fight for policies that make college more accessible and provide relief to FL-20 residents in Broward County buried under student loan debt.Seniors & VeteransThe seniors and veterans of FL-20 — across Fort Lauderdale, Tamarac, Lauderhill, and Pompano Beach — built this community and defended this country. They deserve dignity, security, and access to the care they've earned. Cutting Medicare and Medicaid is not fiscal responsibility — it is abandonment."I will work to protect Medicare and Medicaid while expanding services and housing support for seniors and veterans across Broward County. They deserve dignity and security — not budget cuts and broken promises."65M+ Americans on Medicare18M+ U.S. VeteransProtect Medicare & Medicaid: Oppose any cuts to Medicare and Medicaid. These are earned benefits that FL-20 seniors across Broward County depend on for their survival — not optional line items.Expand Veterans Services: Fight for expanded VA services, mental health support, and housing assistance for veterans in Fort Lauderdale, Lauderhill, and across FL-20.Affordable Senior Housing: Secure federal funding for senior housing programs that allow FL-20 elders in Tamarac, Lauderdale Lakes, and North Lauderdale to age with dignity and without financial fear.Prescription Drug Cost Reform: Fight back against pharmaceutical companies that price gouge the seniors of FL-20 who need medicine most.Crypto & Blockchain — The Future is OursIn Congressional District 20 we're not waiting on the future — we're building it. Crypto and blockchain mean jobs, financial access, and real opportunity for our communities. From Fort Lauderdale to Lauderhill, FL-20 can lead the next wave."Let's put economic power in YOUR hands — not just big banks. Make Congressional District 20 the crypto capital of the future."$3T+ Global Crypto MarketFL-20 Future Crypto Capital100% For The PeopleClear Rules for Innovation: A federal framework giving builders and investors the certainty they need to create jobs across FL-20 — without crushing innovation before it starts.Lower-Cost Payments for Families: Blockchain payment systems cut fees that drain money from working families — especially in underbanked communities across Broward County.Transparency in Government: Use blockchain to make government spending visible and accountable to the people of FL-20 who fund it. No more backroom deals.Smart Regulation: Protect consumers without killing growth. Regulate to prevent harm — not to protect incumbents and big banks from competition.U.S. Leadership in Tech: If America doesn't lead on crypto, China will. FL-20 and Broward County should be at the center of that leadership — not watching from the sideline.— Luther Campbell's campaign website (June 23, 2026)Note: This text is quoted verbatim from the original source.
