Campaign websiteWilliams' campaign website stated the following:Lily’s Issue PrioritiesLily’s 10-Point Good Government PlanCongressional Term Limits — Cosponsor and vote for the U.S. Term Limits Amendment limiting U.S. House members to three terms and U.S. Senators to two terms, as required by the pledge Lily signed. This is a commitment Rep. Goodlander has talked about but still refuses to make.Single-Issue Bills Only — Require every bill in Congress to address a single subject, ending the corrupt practice of massive omnibus bills stuffed with unrelated pork and special-interest giveaways.End Funding by Continuing Resolutions (CRs) — Mandate on-time, full-year budgets to eliminate the annual cycle of government dysfunction, last-minute crises, and shutdown threats that hurt families and small businesses.Ban Stock Trading by Members of Congress — Prohibit members of Congress, their spouses, and dependent children from trading individual stocks while in office. Balanced Budget Amendment — Pass a constitutional amendment requiring the federal government to balance its budget, stopping the reckless accumulation of debt that will burden our children and grandchildren.Zero-Based Budgeting for Every Agency — Force federal agencies to justify every single dollar of spending from scratch each year instead of automatically renewing last year’s bloated budgets.Ban All Earmarks and Pork-Barrel Spending — Eliminate special-interest projects and political favors inserted into spending bills, ensuring taxpayer dollars serve the public interest, not politicians’ reelection campaigns.Strict Lobbying and Revolving-Door Reforms — Impose lifetime bans on former members of Congress becoming lobbyists and enforce multi-year cooling-off periods for congressional staff to close the corrupt revolving door between Capitol Hill and K Street.Real-Time Transparency — Require immediate public disclosure of all stock trades, campaign contributions, and lobbying contacts so voters can hold every member of Congress accountable 24/7.Independent Ethics Enforcement — Create a truly non-partisan, independent congressional ethics commission with real investigative powers and the ability to impose swift penalties for violations.Affordability / Lowering the Cost of LivingFor Granite Staters across the 2nd District, affording basics needs like groceries and fuel are at the top-of-mind this year. Life is getting way too expensive, way too quickly. While inflation has subsided greatly from the sustained levels during the last presidential administration, there is more work to be done amid positive geopolitical pressures.Let me be clear: my #1 priority when getting to Washington, DC to serve as your congresswoman is to work tirelessly every single day to drive down costs for ordinary New Hampshire folks. To that end, I will put more pressure to get special interests, corporations, and the Federal government out of managing the economy. Instead of pushing for public-private partnerships and regulations that seem only to end up helping politically-connected big players, I will endeavor to remove subsidies and red tape for all businesses, large and small, unleashing true market competition. We must allow the free market to thrive. Only then, do costs come down and real job growth and real prosperity naturally follow. Also, the cost of energy has a huge impact on the prices we pay for so many things. We must declare energy freedom and allow access, with appropriate mechanisms to control pollution, to all of our available resources: nuclear, oil, solar, coal, and wind. We should not be in an either/or political fight amongst ourselves on which energy sources to promote. Artificial energy restrictions not only do not make sense for national security (dependence on other countries), but it further divides and impoverishes the country.Lastly, plain and simple, the government must reduce its spending; we must grow the economy and start paying down the national debt. Our children and grandchildren will thank us.
Border SecurityBorder security is essential for our national security. In recent years, Granite Staters have spoke loud and clear: We need to secure the border, enforce current laws, build necessary barriers to stop drug smuggling and human trafficking and prevent people who want to harm us from entering our country. It’s simple: without a border, we no longer have a country.Because legal immigration has become inextricably linked to illegal immigration, we must recognize that our legal immigration system needs reform. I am a proud LEGAL immigrant to America, and I will always support those trying to come this country the right way. To streamline the process and encourage people only to come here legally, those who insist on crossing the border illegally should be detained, identified, and sent back. Thus, the previous practices of “catch and release” should never return.
Foreign PolicyI believe in peace through strength, having a strong and non-political military, and pursuing American interests FIRST. As the current president’s administration has concluded armed conflicts around the globe, and seeks to prevent Iran from obtaining nuclear weapons, we must be unified and consistent in seeking diplomatic, economic, and technological solutions whenever possible.Congress has been derelict in building consensus amongst our citizens by refusing to declare war when we have waged war. This is one of Congress’s most sacred duties, yet it has failed miserably, especially since WWII (i.e. Korea, Vietnam, Iraq, and Afghanistan …). Other world organizations, like the World Economic Forum or the United Nations, have no legal authority or mandates over our citizens. The U.S. Congress is solely responsible for ensuring citizens representation and consent before any foreign conflicFreedom of SpeechWe must adhere to The Constitution of the United States, which elucidates and protects our rights, whether in the physical or digital town square.People have to speak freely to think freely. We must exchange ideas and communicate with each other to get to the truth and arrive at mutually agreeable solutions to problems we face as a country. When others wish to control speech, they want to control thoughts, and keep those they wish to control from knowing the truth. Freedom of speech is meant to protect the listener first! Censorship exercised by collusion between government and big tech or the media is immoral and dangerous. We are truly unique in America because our First Amendment protects individuals’ freedom of speech, especially speech we might disagree with. It is essential to uphold freedom of speech so everyone will hear the truth.2nd Amendment RightsI am a strong supporter of our 2nd Amendment rights. I support a national constitutional carry law. I will work for the repeal of all unconstitutional gun control laws, including gun-free zones, which only incentivize criminals with defenseless prey.We are not vigorously enforcing the gun laws we already have because it is obvious that criminals don’t seem to be obeying the law anyway. Law-abiding citizens don’t need any more hoops to jump through to exercise their 2nd amendment rights. Further restrictions on “guns” should not be used as excuses to control the law-abiding.EducationEducation is a states’ rights issue, pure and simple. Moreover, here in New Hampshire, we go a step further; we believe strongly in local control, and parental control. I recognize and applaud local control, and deeply respect that long standing culture and tradition. Accordingly, it is time to eliminate the federal Department of Education and repeal all federal laws regulating K-12 education.Social Security & MedicareSocial Security and Medicare are programs our seniors have paid into their whole working lives. Seniors can count on me to fight for them and protect those earned benefits. We must strengthen the protections of these benefits by severely limiting Federal Government borrowing from the Social Security Trust Fund. Social Security is not a political slush fund; this is money the Federal Government should not play with.Term LimitsI have signed the pledge to sponsor (or cosponsor) and vote to limit U.S. House of Representatives to three terms, and the U.S. Senate to two terms. This will require an amendment to the U.S. Constitution. The Framers and Ratifiers never intended to have career politicians in our country. I firmly believe that the government is of the people, by the people, and for the people.— Lily Williams' campaign website (September 4, 2026)Note: This text is quoted verbatim from the original source. Who are you? Tell us about yourself.
I was born into poverty in Chengdu, China. I scored extremely well on national college exams and was accepted into and earned a BA in Law from Fudan University in 1985. Upon graduation, I was one of only five to be chosen to continue as the first faculty members of law following the Cultural Revolution. Later, I came to the United States legally as a foreign student where I obtained a MSSW from the University of Texas, Austin in 1991. My diverse career experience since coming to the United States includes working as a medical social worker in Wyoming, a expat Corporate Manager in Hong Kong for a world-wide sourcing company, and a Project Manager for a Telecom company in Colorado. Currently I am a self-employed entrepreneur working from home running three small businesses.

What areas of public policy are you personally passionate about?
1st Amendment rights, especially speech we might disagree with. This freedom must be upheld to insure everyone hears the truth. I grew up in China without free speech. Families and neighbors had to whisper to each other. Any politically incorrect things we said could cause us to lose our jobs, to disappear or be locked up.
Freedom speech is really about all of us being able to hear what others have to say. Censoring a speaker may stop one person from speaking, but stops many many people from listening. We are truly unique in America because our First Amendment protects individuals’ freedom of speech, especially speech we might disagree with. It is essential to uphold freedom of speech so everyone can hear, because without freedom of speech, we will be manipulated in what to think.

Thus, the practice of crossing our borders illegally, then immediately claiming sanctuary to somehow sanitize coming here illegally, must end; no more catch and release.
2nd Amendment Rights
I am a strong supporter of our 2nd Amendment rights. I support a national constitutional carry law. I will work for the repeal of all unconstitutional gun control laws, including gun-free zones, which only incentivize criminals with defenseless prey.

Abortion
The Supreme Court has ruled this is a states’ right issue. If elected to the U.S. House, I will not vote in favor of any federal law concerning any aspect of abortion (pro, anti, or anywhere in between). It is the right of New Hampshire citizens to decide this issue for them. I will respect the right of the people of New Hampshire to vote on it through their representative government.

Who are you? Tell us about yourself.
Lily Tang Williams was a law school assistant professor at Fudan University, Shanghai, China who became an American entrepreneur and an educator. She is currently chair of New Hampshire Asian American Coalition, elected Supervisor of the Checklist in Town of Weare, NH. She has been married to John Williams for 31 years and they have three adult children.
Born to illiterate working-class parents in China’s Sichuan province just before Mao’s Cultural Revolution, Lily grew up experiencing extremely harsh living conditions.
After graduating from Fudan University in Shanghai, she was selected to continue as part of the Fudan law school faculty, and practice corporate law in Shanghai.
Lily left China in 1988 with only $100 in her pocket and $1200 in debt to study for a Master’s degree in Administration and Planning from the School of Social Work at the University of Texas at Austin.
Subsequently, Lily worked for Wyoming Home Health as a medical social worker, and worked her way up as an executive for corporations in Hong Kong and the U.S. Eventually, self-employed, she, provided consulting and expert witness services in China-related business and legal cases. She and her husband also manage residential real estate properties they own.
Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?
Inflation – Significantly reduce inflation by addressing outrageous and wasteful government over-spending. Inflation is and has always been caused by government spending.Education – Parental Rights & School Choice must not only be a privilege for the wealthy. Children belong to their parents who love them and have the right to decide what their children are taught.Freedom of Speech – Free people can only keep their liberty if they have freedom of speech. Censorship and cancel culture must be stopped.
What areas of public policy are you personally passionate about?
Besides personal liberties such as Freedom of Speech, Education, and economi impacts of Inflation, I am also very concerned about Healthcare policies that increase costs to consumers. I believe there are simple things we can do to reduce costs, such as certifying generic drugs already approved in 1st world countries.
Who do you look up to? Whose example would you like to follow, and why?
I admire George Washington. He had the power to become king, and walked away from it. It makes me cry to think of the honor this man had.
Is there a book, essay, film, or something else you would recommend to someone who wants to understand your political philosophy?
Free to Choose - Milton Friedman
I am what might call Conservatarian, a combination of Libertarian and Conservative. I think I fall somewhere in the Rand Paul or Ron Paul range of philosophy.
What qualities do you possess that you believe would make you a successful officeholder?
I bring a unique perspective. I am very patriotic to the land I have called home for the last 30+ years. Both of my sons are vets, and one still serves. I would be a unique asset to the House on all things concerning China as well as being a strong supporter of small businesses in New Hampshire.
What legacy would you like to leave?
I saved America.
What is the first historical event that happened in your lifetime that you remember? How old were you at the time?
The Great Proletarian Cultural Revolution in China. It lasted for ten years and ended when I was 12 years old. I remember hearing gunshots in the distance, public struggle sessions, disappearances, and death.
What was your very first job? How long did you have it?
Professor of Law, Shanghai. Three years.
What is your favorite book? Why?
Journey to the West - A Chinese novel published in the 16th century during the Ming dynasty.
If you could be any fictional character, who would you want to be?
Sun Wukong - A very clever monkey
What was the last song that got stuck in your head?
Teresa Teng - Tango of Intoxication. It is a song coming out of Taiwanas I heard as a little girl when I listened to it on a neighbors radio.
What is something that has been a struggle in your life?
Witnessing the chaos and horrible things in the land I grew up in.
What qualities does the U.S. House of Representatives possess that makes it unique as an institution?
The U.S. House of Representatives originates all spending bills. The Executive branch may offer suggestions, but it is the House that must express the willingness coming from the people to create them in the first place. This also means the House is responsible for failures caused by poor funding choices.
Do you believe that it's beneficial for representatives to have previous experience in government or politics?
The House of Representatives is designed to represent the people. It is here that we should expect the least amount of previous political experience. I would support strong term limits in the House.
What do you perceive to be the United States' greatest challenges as a nation over the next decade?
The rise of totalitarian states such as China, and the possibility of a Russian and Chinese economic and military union, concerns me. I believe I can help in this area as someone who knows how Chinese leaders really think, both culturally and politically.
If you are not a current representative, are there certain committees that you would want to be a part of?
Foreign Policy and Education
What are your thoughts on term limits?
I am for term limits, and will impose them on myself. Three terms should be plenty for anyone.
Is there a particular representative, past or present, whom you want to model yourself after?
I don't model myself off of other people.
Both sitting representatives and candidates for office hear many personal stories from the residents of their district. Is there a story that you’ve heard that you found particularly touching, memorable, or impactful?
Yes, but I would first need to first verify that they can be shared.
Do you believe that compromise is necessary or desirable for policymaking?
In a democratic state, policy compromise is essential. Without it, one is risking severe discord and violence.
The Constitution says that all bills for raising revenue must originate in the House. What role would this power play in your priorities if elected?
It means I must be conscientious with spending. Wasting money is sinful.
