Jinkins earned a B.S. and M.S. from the University of Washington at Madison, a J.D. from Seattle University School of Law, and completed executive studies at Harvard University's Kennedy School of Government. She is the deputy director of the Tacoma-Pierce County Health Department, and previously held several positions within the Washington State Department of Health.
