L.D. Howard was born in Detroit, Michigan. She served in the U.S. Air Force. She graduated from Dominican High School. She earned a bachelor's degree from Park University in 2011 and a graduate degree from Colorado Christian University in 2021. Her career experience includes working as a chief executive officer, real estate broker, advocate, health/wellness/life coach, certified nursing assistant, ordained minister, and end-of-life doula/grief coach.[1]

Who are you? Tell us about yourself.

I am a retired U.S. Air Force Veteran, retired Dept. of Veterans Affairs employee, compassionate counselor, entrepreneur, minister, and resilient survivor whose life is rooted in service and love.

For over two decades, I served our country with honor in the United States Air Force and continued my mission at the South Texas Veterans Healthcare System, advocating for countless service members and their families. My experience gives me an invaluable insider's perspective on the challenges our veterans face.

As a multi-passionate entrepreneur, I founded several businesses and non-profits dedicated to providing holistic support to underserved communities, veterans, unwed mothers, youth, and seniors. I am the founder of Anita’s Wellness and End-of-Life Concierge Services, LLC, Mothering the Mother and Motherless, Inc., and We Gotchu Corporation, all aimed at uplifting those in need.

Academically accomplished, I hold a Master’s degree in Clinical Mental Health Counseling and a Bachelor’s in Business Administration and Marketing. This unique blend of empathy, strategy, and vision is informed by my deep understanding of both community needs and sound economic principles.

Above all, I am a proud wife, daughter, and devoted mother of six, and "Nana" to nine wonderful grandchildren. My family and my faith are the cornerstones of my commitment to public service.

As a non-partisan Independent running for Texas House District 124, I’m not here to play politics — I’m here to serve people. Our community deserves honesty in leadership, transparency in government, and results that reflect our shared values.

I’m running to restore trust by listening to our neighbors, acting with integrity, and putting love into action — not words. That means creating real opportunities for our youth, protecting our seniors, honoring our veterans, and ensuring every family can feel safe in their homes and neighborhoods.Empowering Our Schools:

What characteristics or principles are most important for an elected official?

Transparency & Trust

What do you believe are the core responsibilities for someone elected to this office?

The foremost responsibility of an independent representative in the Texas House is to be a true voice for the people of District 124. My commitment is to place the needs, values, and concerns of my constituents above partisan interests or political pressures. I believe effective representation begins with listening — understanding the real challenges families, workers, and small business owners face each day — and then turning that understanding into meaningful action.

As an independent, I will approach every issue guided by fairness, accountability, and integrity, working to ensure our community’s priorities are heard and addressed at the state level. My focus will be on advancing policies that create opportunity, strengthen public education, improve access to essential services, and promote safety and prosperity for every resident of District 124.

What legacy would you like to leave?

The legacy that I would leave is to Live life with unshakable faith in God and trust His process and always show Love in Action.

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

The first historical event Was losing my mother to COVID-19. Death is never easy, regardless of age, but knowing that my mother is at rest and has returned to the bosom of God, I am at peace..

What was your very first job? How long did you have it?

Even though I have been working since I was 14, I never looked at a job as a job. I’ve always looked at it, even at a young age, as ministry.

What is your favorite book? Why?

My favorite book is The Holy Bible, it is my instructions as to how I live a life that is pleasing to God!

If you could be any fictional character, who would you want to be?

What is something that has been a struggle in your life?

I can’t say that anything has been a struggle because I look at life situations that may come up as opportunities for educational growth. They are my triumphs for tomorrow.

What do you believe is the ideal relationship between the governor and state legislature?

The ideal relationship between a governor and state legislature is a collaborative partnership with a system of checks and balances. While the governor and legislature have distinct roles, they must work together to create and implement effective state policies and budgets. The specific dynamics of the relationship are shaped by the state's political climate, party control, and constitutional powers.

What do you perceive to be your state's greatest challenges over the next decade?

In the next decade, the Texas state government's biggest challenges will stem from its rapid population growth, which is straining critical infrastructure and public services and accelerating a conservative culture war over contentious issues. The influx of millions of new residents places immense pressure on resources like water and the energy grid, while also driving a housing affordability crisis.

Do you believe that it’s beneficial for state legislators to have previous experience in government or politics?

The Legislature MUST be of the people

No. I don’t believe previous experience in government or politics is necessary to be an effective legislator. In fact, it’s often those outside the political establishment who bring the fresh ideas and independent thinking we desperately need. Too many career politicians get caught up in party agendas and lose touch with the people they’re supposed to serve. Real leadership comes from listening, problem-solving, and understanding the challenges everyday Texans face — not from climbing the political ladder. I believe our government works best when it’s made up of people with real-life experience and the courage to put principles over politics.

Do you believe it’s beneficial to build relationships with other legislators? Please explain your answer.

Absolutely. As an independent, it is essential that I build and maintain strong relationships with legislators from both major parties to advance policies that truly serve my constituents and all Texans. I’ve learned that progress in government depends on trust, respect, and open communication. By working collaboratively, even when we don’t agree on everything, we can find common ground and craft practical solutions that make a real difference. My goal is always to put people above politics and ensure that every decision is made with the best interest of our communities in mind.

Is there a particular legislator, past or present, whom you want to model yourself after?

No. I’m not looking to model myself after any past or present legislator. I’m coming in with a constituents-first approach, unburdened by party priorities or political agendas. My goal is to represent the people directly, listen to their concerns, and make decisions based on what’s best for our communities — not on what benefits a party or special interest. I believe true leadership comes from independence, integrity, and accountability to the people who elected you.

Are you interested in running for a different political office (for example, the U.S. Congress or governor) in the future?

I'm keeping my options open.

Both sitting legislators and candidates for office hear many personal stories from the residents of their district. Is there a story that you’ve heard that you found particularly touching, memorable, or impactful?

One story that has really stayed with me isn’t from just one person, but from many conversations I’ve had across my district. Time and again, residents tell me they feel like their voices aren’t being heard — that they’ve called or written to their representatives, but nothing ever changes. One resident in particular told me she had reached out several times about safety concerns in her neighborhood and never received a response. The frustration and discouragement in her voice really struck me.

Hearing stories like hers reminds me why listening is one of the most important parts of public service. People don’t expect miracles — they just want to know someone is truly listening, and that their concerns matter. That’s something I carry with me every day in this role.

Should the legislature oversee or grant the use of emergency powers?

The Legislature absolutely should oversee the use of emergency powers — not simply grant them without accountability. As an independent, I believe no branch of government should ever hold unchecked authority, especially during times of crisis. Emergencies require swift action, but they also demand strong oversight to protect individual rights, maintain transparency, and prevent abuse of power.

The Legislature represents the people, and its role is to ensure that any emergency measures are necessary, temporary, and in the best interest of the public — not driven by politics or executive convenience. Granting emergency powers must come with clear limits, defined timelines, and mandatory legislative review.

At the core, this is about balance — enabling leaders to respond effectively while ensuring that power remains accountable to the people. That’s how we preserve trust, protect democracy, and uphold the principles of responsible governance that Texans expect and deserve.

What is the first bill you would introduce if elected?

Would a state ballot initiative process be good or bad for your state?

Yes, Texas would benefit from a state ballot initiative process. The state ballot initiative process can create greater civic engagement and voter empowerment. It can be a process for filling in for legislative in action or gridlock. It has the ability to increase accountability. It can stimulate innovation and new policy ideas. A well designed initiative process would make our government more people first, more accessible, and more responsive, which aligns directly with my values of trust, transparency, and service.

What is an accomplishment that you are proud of?

The accomplishments that I am most proud of is being married to my husband for nearly 30 years, raising our children together, now assisting them with racing their children, and serving my country!

What legislation would you enact related to election administration in your state?

As an Independent, I would work to strengthen election administration in Texas with legislation focused on fairness, accessibility, and transparency — not party advantage. My priority would be ensuring that every eligible voter can cast a ballot easily and that every ballot is counted accurately.

I would advocate for measures that:

•   Modernize election systems to improve security and efficiency without creating unnecessary barriers for voters.

•   Increase transparency in how elections are funded and managed, so Texans can trust that the process serves the people, not political interests.

•   Expand nonpartisan voter education and outreach, particularly in underserved communities, so every citizen understands their rights and the voting process.

•   Protect local election officials from partisan interference, ensuring decisions about voting procedures remain grounded in fairness and the rule of law.
