In their own words
Who are you? Tell us about yourself.
Juan C. Luengo has spent 20 years managing risk for a living. As CEO of Engage Insurance Group in Overland Park, he helps businesses and families protect what they've worked so hard to build. That's exactly the mindset the Kansas Treasurer needs to manage the State's money.
A graduate of Penn State University, Luengo has continued to invest in his craft through the Goldman Sachs 10,000 Small Businesses program, a Strategy and Business Development certificate from Dartmouth College, and an M&A certification from The University of Pennsylvania Wharton School of Business. He serves on boards including Mental Health America of the Heartland and the Builders' Association, a chapter of the Associated General Contractors of America (AGC).
Aside from the qualifications, this race is personal for Luengo. He's running so kids can earn a degree or train for the trades without drowning in debt, so small businesses can get the capital they need and a seat at the policy table, and so seniors and the state employees counting on KPERS aren't left behind. That's forward-thinking leadership that delivers.
Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?
The State Treasurer safeguards billions in public funds, oversees the state's investments, and manages programs that touch every family's future. That work demands discipline, and Luengo has spent more than 20 years doing exactly that. He's managed budgets, weighed investments, and built a career on anticipating what could go wrong and planning for it before it costs people their savings, their business, or their peace of mind. Kansas deserves a Treasurer who brings that same care and accountability to taxpayer money — someone who treats the state's finances the way he's treated his clients' his entire career. The Treasurer's office shouldn't just guard the state's money, it should put it to work building opportunities for Kansans. Luengo will expand the Learning Quest 529 program so families can save for college and the trades, get capital into the hands of small businesses through Kansas community banks, and work to establish a nonpartisan Kansas Economic Council to drive smarter policy that creates jobs and growth. From the classroom to Main Street, he'll make sure the state's resources reach the people who power its economy, not just sit on a balance sheet.Kansans deserve a Treasurer's office defined by transparency, accountability, and operational excellence. Luengo will deliver clear, accessible reporting that gives every Kansan a straightforward view of how the state's funds are managed, and modernize the office with the systems and technology a 21st-century treasury demands driving efficiency, responsiveness, and a higher standard of service. He'll advocate for seniors at risk of losing their homes to rising property taxes, and safeguard the retirement security of the state employees who count on KPERS. Sound stewardship, modern systems, and an unwavering commitment to the people of Kansas.
What areas of public policy are you personally passionate about?
Luengo is passionate about building economic opportunity that reaches every corner of Kansas. He cares deeply about workforce development and investment — equipping people with the skills to land good-paying jobs through college, the trades, or apprenticeships.
He champions a tax and appropriations approach that lets Main Street grow, compete, and create jobs. These are issues he's advocated on in both Topeka and Washington, D.C. He believes Kansas thrives when hardworking people have a fair shot to contribute. His focus is always the same: smart, forward-thinking policy that strengthens families, fuels the economy, and builds a Kansas where the next generation can stay, work, and succeed.
