Joshua Watkins was born in Miami, Florida. He attended Murray State University and earned a bachelor's degree from the University of Kentucky in 2010 and a graduate degree from Northcentral University in 2022. His career experience includes working as a government administrator, community advocate, and grassroots organization advisor. He has been affiliated with Kappa Alpha Psi Fraternity, Incorporated, Waterfront Development Corporation, and the Kentucky College of Art & Design.[1]

Who are you? Tell us about yourself.

Born as the middle child of five to Harley and Mary Watkins, both dedicated to ministry, I learned the value of service early in life. My innate curiosity and ‘gift of gab’ often led me to question the world around me, a trait encouraged and nurtured by my family. A vivid childhood memory is a paper I wrote in first grade, expressing my dream to become a US Senator. A path toward public service was set out for me from the beginning.

I am passionate about lifelong learning, which began early in life. A thirst for knowledge led to a unique educational journey, exploring various topics among my peers. Education broadened my horizons, laying the foundation for my future pursuits. In college, I delved into Community Leadership Development, focusing on Public Service and Leadership, driven by a desire to understand the dynamics of community organization and collaboration. My academic journey continued with a Master’s in Business Administration, specializing in Public Administration, to explore the intersection of government, community, and business.

With nearly a decade in local government, serving in real estate, community development, project management, and performance improvement roles, I’ve come to believe in a dynamic, efficient government. My experiences have taught me that governmental challenges cannot be tackled in isolation; they require robust institutional partnerships for lasting change.

What characteristics or principles are most important for an elected official?

The characteristics and principles that I believe are most important for an elected official include:

Integrity: Elected officials must be honest, ethical, and transparent in their actions and decision-making processes. Integrity builds trust and credibility with constituents.

Accountability: Elected officials should be accountable to the people they represent, taking responsibility for their actions and decisions. This includes being responsive to constituent concerns and feedback.

Leadership: Effective leadership involves setting a vision, inspiring others, and working collaboratively to achieve common goals. Elected officials should lead by example and foster a positive, inclusive environment.

Empathy: Understanding and empathizing with the needs and concerns of constituents is essential for effective representation. Elected officials should listen actively, show compassion, and advocate for the interests of all residents.

Collaboration: Building relationships and working across party lines and sectors is vital for achieving meaningful progress on complex issues. Elected officials should be skilled collaborators who seek common ground and compromise when necessary.

Commitment to Service: Serving the public is a privilege and a responsibility. Elected officials should demonstrate a genuine commitment to serving the best interests of their constituents and improving the community as a whole.

What qualities do you possess that you believe would make you a successful officeholder?

I am dedicated, collaborative, and results-driven, with a proven track record of leveraging public-private partnerships to create positive change. My ability to listen to and empathize with constituents, coupled with my commitment to transparency and accountability, ensures that I will effectively represent the needs and interests of the people of District 42.

What do you believe are the core responsibilities for someone elected to this office?

Representation: Serving as a voice for the constituents of District 42, advocating for their interests, and addressing their concerns in the state legislature.

Legislation: Introducing, supporting, and voting on legislation that addresses key issues facing the district and the state, including economic development, education, healthcare, and infrastructure.

Oversight: Conducting oversight of government agencies and programs to ensure accountability, transparency, and effectiveness in the use of taxpayer dollars.

Constituent Services: Providing assistance and support to constituents navigating state government, including helping with inquiries, resolving issues, and connecting residents with resources and services.

Budgeting: Participating in the budgeting process to allocate state funds responsibly and effectively, prioritizing investments in critical services and infrastructure.

Collaboration: Collaborating with fellow legislators, local officials, community organizations, and stakeholders to develop and implement policies that benefit District 42 and the state as a whole.

The legacy I aspire to leave is one of empowerment and progress. I aim to be remembered as a champion for economic opportunity, social equity, and community resilience. By fostering inclusive policies and fostering collaboration, I hope to leave behind a District 42 that is stronger, more vibrant, and better equipped to thrive for generations to come.

What do you believe is the ideal relationship between the governor and state legislature?

The ideal relationship between the governor and state legislature is one of collaboration and mutual respect, where both branches of government work together to address the needs and priorities of the state and its residents. This includes open communication, willingness to compromise, and a shared commitment to advancing policies that serve the best interests of the people. While there may be differences in opinion and approach between the executive and legislative branches, a productive working relationship is essential for effective governance and the successful implementation of policies that benefit all Kentuckians.

What do you perceive to be your state's greatest challenges over the next decade?

Over the next decade, Kentucky faces several significant challenges, including economic recovery and growth, healthcare access and affordability, education reform, infrastructure development, and addressing systemic issues such as poverty and inequality. Additionally, tackling environmental concerns, including climate change and ensuring sustainable development, will be crucial for the state's long-term prosperity and well-being. As a state representative, addressing these challenges will require strategic planning, collaboration, and innovative solutions to build a brighter future for all Kentuckians.

Do you believe that it’s beneficial for state legislators to have previous experience in government or politics?

While not essential, having experience in government, whether at the local level or through community involvement, can be beneficial for state legislators. It provides valuable insights into the legislative process, understanding of governance structures, and familiarity with policymaking dynamics. However, what ultimately matters is a genuine commitment to public service and the ability to effectively advocate for constituents' needs, regardless of prior experience.

Do you believe it’s beneficial to build relationships with other legislators? Please explain your answer.

Yes, building relationships with other legislators is crucial for effective governance. Collaborating with colleagues across the aisle and within one's party fosters dialogue, compromise, and consensus-building, leading to more robust and balanced policymaking. These relationships enable legislators to better represent their constituents, navigate the legislative process, and achieve meaningful results for the community. Additionally, partnerships with fellow lawmakers can facilitate the exchange of ideas, promote bipartisanship, and enhance the overall functioning of the legislative body.

Are you interested in running for a different political office (for example, the U.S. Congress or governor) in the future?

While my current focus is on serving as State Representative for District 42, I am open to exploring opportunities to further contribute to public service in the future. My commitment remains steadfast in advocating for the needs and priorities of my constituents and working diligently to address the pressing issues facing our community. Any decision regarding future political endeavors would be driven by a desire to continue serving the people of Kentucky to the best of my ability.

Both sitting legislators and candidates for office hear many personal stories from the residents of their district. Is there a story that you’ve heard that you found particularly touching, memorable, or impactful?

One story that deeply resonated with me was from a senior constituent who is struggling to stay in the home they've called home due to a fixed income and rising housing costs. They shared their fears of being displaced from the community they've known for generations. This story reinforced my commitment to advocating for policies that ensure housing affordability and security for all residents, regardless of income level.

Should the legislature oversee or grant the use of emergency powers?

Yes, the legislature should play a role in overseeing the use of emergency powers to ensure accountability and transparency in decision-making. While emergency powers are necessary to address urgent situations, they should be granted with appropriate checks and balances to prevent abuse of authority and protect the rights of citizens. The key to this power is a legislature that isn't driven by partisan politics. In times of emergency, partisanship costs lives.

What committees interest you?

I am particularly interested in serving on committees that align with my policy priorities and areas of expertise. Committees related to economic development, housing and urban revitalization, education, and public safety are of particular interest to me. These committees provide opportunities to address key issues facing our community, such as promoting job growth, expanding affordable housing options, improving educational outcomes, and enhancing public safety measures. Additionally, I am open to serving on committees focused on health care, environmental protection, and government oversight, as these areas also play crucial roles in shaping the well-being of our constituents and the state as a whole.

What are your views on financial transparency and government accountability?

I believe that financial transparency and government accountability are essential pillars of a functioning democracy. Transparency ensures that taxpayers know how their money is being spent and holds elected officials and government agencies accountable for their actions. As State Representative, I am committed to promoting financial transparency by advocating for measures that increase public access to government spending data, budgetary information, and financial reports. Additionally, I support accountability measures such as independent audits, ethics reforms, and whistleblower protections to prevent waste, fraud, and abuse in government. By prioritizing transparency and accountability, we can build trust between government and the people it serves, ultimately leading to more effective and responsive governance.
