Jessica Scarcella-Spanton was born in and lives in Staten Island, New York. Scarcella-Spanton earned a bachelor's degree. Her career experience includes working as a legislative director with the New York State Assembly. She later worked as director of operations for state Sen. Diane Savino (D).[1]
