Who are you? Tell us about yourself.
Pastor Jennettie Marshall is a public servant and advocate for children and has been since she was a child. Drawing on multiple academic degrees, she has led congregations around the state for 32 years, spent 17 years in Probation and Parole case management, and three as a Child Welfare Investigator.
The proud mother of three with twelve grandchildren and three great grandchildren was elected to the Tulsa Public Schools Board of Education in 2017. Her passion for empowering educators and the community led to a state-of-the-art middle school in the McLain Feeder Pattern and a Parent Resource Center at Tulsa Learning Academy. In 2022, she was one of two board members forced to request an investigative audit of TPS, which Governor Stitt authorized and State Auditor Byrd conducted. Since its release in February, Dr. Marshall is often asked to speak on board members’ responsibilities to uphold the public trust.
Dr. Marshall’s diverse careers reflect her broad education including a BS in Corrections (Langston University); MS in Management (Southern Nazarene University, Bethany), Masters of Religious Arts in Divinity & PhD in Pastoral Psychology from Integrity Seminary (Waxahachie). In August 2025, Dr. Marshall filed her candidacy for State Superintendent of Public Instruction. Her main goal is to restructure the State Department of Education to put students first, starting in 2026.
Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?
Jennettie Marshall is running to restore steady, accountable leadership in public education. Oklahoma schools need calmer, more trustworthy leadership focused on students, teachers, support, and results. Rebuilding our public schools and national reputation after the devastation caused by Ryan Walters will take collective, purposeful effort across all 77 counties. A state superintendent who sees public-school challenges from the vantage point of a locally elected school board member, Dr. Marshall can lead the state out of 50th in education.Dr. Marshall has a personal and proven record of public service. A pastor who has worked all over the state, she is a community leader. In her eight years as a school board member, she helped uncover major financial mismanagement at Tulsa Public Schools, but also started the North Tulsa Community Education Task Force, which is still active today and resulted in a state-of-the-art middle school and opening a Parent Resource Center. She has also served as a Chaplain for the Tulsa Police Department and for the Supporters of Families with Sickle Cell Disease. In 1994, she started Reclaim Inc., a 501(c)(3) Public Charity , which helps struggling Tulsans navigate a better future.Dr. Marshall wants to rebuild Oklahoma’s public-school communities with a hopeful and diligent student-first vision. Every child deserves a strong public school, regardless of zip code. Repairing trust, strengthening oversight, and ensuring accountability for the state’s new investment in literacy and the outcomes will take all of us, working together to achieve. Our schools need a State Superintendent who lowers the temperature, restores trust, and keeps the focus on teaching and learning.
What areas of public policy are you personally passionate about?
Jennettie Marshall doesn’t just talk about accountability — she has acted on it, helping uncover millions in financial mismanagement at Tulsa Public Schools, and insists on it in herself, everyone she works for and, in particular, from local, state and federal officials. She is passionate about ensuring EVERY school in the state is preparing EVERY student for career-tech, higher education and/or military service. This campaign is about rebuilding public education in Oklahoma so every student, family, and teacher has a fair chance to succeed in life without having to move out of state.
