Meeks was born in East Harlem, N.Y.. He earned his bachelor's degree from Adelphi University in 1975 and his law degree from Howard University in 1978.[1] He served as the assistant district attorney of Queens County, N.Y., from 1978 to 1983. He later served as assistant special narcotics prosecutor of New York City, deputy counsel of New York's investigation commission and supervising judge of New York's workers compensation board.[1]
