Gary Palmer was born in Haleyville, Alabama, in 1954.[1] He earned a bachelor's degree in operations management from the University of Alabama in 1977.[1][2] Palmer served as the leader of the think-tank the Alabama Policy Institute (API), and served on Governor Robert Bentley's Alabama Commission on Improving State Government.[3]
