Elissa Campbell earned an associate degree from Casper College in 1993, and bachelor's degree in philosophy and environmental ethics from the University of Wyoming in 1994. Her career experience includes working as a business owner, executive director, and in training and development. Campbell has been affiliated with the Rotary, the Casper Committee on Foreign Relations, and the Casper Area Chamber of Commerce.[1][2]

Who are you? Tell us about yourself.
Like most folks born and raised in Wyoming, I am protective of our values, traditions, and the beautiful space we are fortunate to call home. I am a 3rd generation Wyomingite, proud mom of two stellar humans, and a University of Wyoming Alum. I am proud to serve as the Executive Director for a statewide non-profit, the Wyoming Foundation for Cancer Care. With WFCC, I have the opportunity to support our Wyoming residents diagnosed with cancer; we work to ease the non-medical financial burdens that they and their families carry. I am a proud Rotarian, Chamber of Commerce member, and active volunteer for Sleep in Heavenly Peace. I also serve as Trustee for our Casper Youth Crisis Center and as Board President for our Casper Committee on Foreign Relations.
Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?
I believe in supporting our local municipalities, law enforcement, first responders, and businesses. I believe in lending a helping hand, working together to make our communities stronger, and leaving it better than we found it. As a lifelong Republican, I believe in protecting our public lands and effectively managing our natural resources and wildlife. I believe in local control, fiscal responsibility, solving problems, principles of good governance, and doing right by those who call Wyoming home.Since being elected in 2024, I have built a reputation as a legislator who works hard, is accessible, maintains transparent communication with constituents, builds relationships, and is an effective policy-maker. Whether meeting with local municipalities and residents, testifying in committee hearings, or working on citizen-led legislation, I am focused on practical solutions that benefit Wyoming families, businesses, communities, and future generations.I know the importance of understanding issues from a variety of perspectives, leaning on experts to gain insight, and the critical importance of engaging those impacted by decisions made. Good governance means demonstrating transparency, accountability, inclusiveness, and efficiency. It means abiding by the rule of law, defending our constitution, and respecting our institutions of government. We need leaders that build consensus and work together to solve the challenges facing our Wyoming communities.
What areas of public policy are you personally passionate about?
We have several challenges facing Wyoming and our local communities: lack of affordable and accessible healthcare; lack of affordable and accessible housing; outdated and insufficient infrastructure (from road and bridge maintenance to aging water and waste water systems); diversifying our economic landscape (from increasing job opportunities and career paths in Wyoming to creating additional revenue streams); and addressing cost of living concerns (from increasing minimum wage to maintaining a low-tax base).
