Dwayne Stovall was born in Baytown, Texas. He graduated from West Rusk High School. Stovall attended Kilgore Junior College and Southwest Texas State University. He then worked at the ARCO refinery for over 13 years. In 1996, Stovall started his own business, Diamond K Equipment Inc, which primary specialized in bridge construction.[1]

Who are you? Tell us about yourself.

I am a Christian and a 6th generation Texan. I have been blessed with a wonderful wife of 35 years, and we have been blessed with three children and four grandchildren. I am also constitutional conservative, which means that I take the Constitution as written and amended. My political views derive from a deep respect for the founding generations of both the United States and the Republic of Texas.

My conservative Texas-first values come from a family lineage that arrived in Texas while it was still Mexico and fought for Texas independence. I was raised with a Texas state of mind, which meant not relying on government, pulling yourself up by your bootstraps, helping your neighbor, and being charitable where your heart calls. This is the same state of mind so many of us share today.

My family history in the newly redrawn CD9 goes back over 125 years. My grandfather and father were born in Daisetta in Liberty County and both worked for Humble Oil. I was born in Baytown, attended Kilgore Jr. College and SWTSU, and in 1988 took a job w/ ARCO Refinery in Pasadena. n the 90s I began trading construction equipment formed Diamond K Equipment, and moved to Liberty County. I left the refinery in 2002. In 2011 I formed Liberty Testing, an oilfield service company. I've also worked within the RPT for years as a delegate to numerous conventions and as a candidate, to defend traditional conservative values. I have more in common with CD9 residents than does any other candidate.

NO MORE ATTORNEYS.

NO MORE BIG GOVERNMENT CAILFORNIA TRANSPLANTS MARKETED BY BIG MONEY.

NO MORE FAKE CONSERVATIVES WHO TAKE MONEY FROM COLONY RIDGE AND DEFEND HAVING DEMOCRATS IN POSITONS OF POWER IN THE STATE HOUSE.

YES TO ONE OF OUR OWN WHO ACTUALLY UNDERSTANDS THE OFFICE AND WILL DEFEND TEXAS AGAINST AN EVER GROWING FEDERAL LEVIATHAN.DEPORT, DEPORT, DEPORT.

This is not a time in history for inaction. We must place a moratorium on ALL immigration and Visas, as well as revoke existing Visas, and deport accordingly. Future generations of Texans are depending on us taking drastic measures today in order to secure the American way of life for tomorrow. We can no longer sit idly and allow our own destruction. Texas and the USA are worth the battle.We must amend the Requirements to Hold Office. I will put forward an amendment to the Constitution to modify the language in Article 1:2.2 of the U.S. Constitution, "...and been seven Years a Citizen of the United States", to reflect the same requirement as a POTUS - "No Person except a natural born citizen of the United States, and to clarify a natural born Citizen to be one born of parents who are both naturally born. We do not need misplaced loyalties of any kind holding elected offices in the USA. THIS MUST BE DONE.

What areas of public policy are you personally passionate about?

Out-of-control federal spending and its affect on monetary policy, increased inflation, and the devaluation of the U.S. dollar. Most of these "republican" candidates have forgotten that we are 40 trillion dollars in debt and counting, and that the level of government overreach into our daily lives is dangerously high. Most candidates tickle the ears of the voters by proudly proclaiming that they will "get more federal funding" for the local municipalities and emergency services, which is a campaign message that would be endorsed by all Democrats, not conservative Texans. I'm asking Texans to reject the unprincipled fakes and elect a real constitutional conservative.

My name is Dwayne Stovall and I am a conservative Republican running for the newly redrawn Congressional District 9.

I’m a native of CD9, a 6th generation conservative Texan, and an anti-establishment candidate for Congress. I've been married for 34 years to a professional educator and SPED specialist (now retired) and we have been blessed with 3 children and 4 grandchildren.

I was born and raised in Baytown, but spent 2 years in Alaska while my father worked on the Alaskan Pipeline before coming back to Texas. In late 1988 I took a job at the ARCO/LCR/Lyondell-Citgo Refinery on 225. In 1996 while still working at the refinery, I started Diamond K Equipment Inc, a construction company specializing in bridge construction, materials trucking, and heavy haul. In 2011 I started Liberty Testing LLC, an oilfield service company.

I've lived the last 3 decades in Liberty County, where I've been a TISD trustee & an active member of the RPT. I began attending legislative sessions in 1999, served as a delegate to a number of RPT conventions where I authored a couple of planks for the RPT Platform. I even ran against John Cornyn twice for U.S. Senate and garnered double digits in the 2014 and 2020 primaries.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

I will come back to the district every single month to have an open forum to share with everyone what has happened the prior 30 days and to discuss what may be coming up. Unlike other candidates, with me you will be heard and I won’t disappear.Immediate Corrections to Federal CDL Requirments, Revoking CDL Licenses Already Issued to Non-Citizens, and Increased Criminal Penalties for Employers Who Knowingly Hire Non-Citizen CDL Operators.

The negative impact of CDLs being issued to illegal aliens and expired visa holders has been a dirty little secret for way too long. This problem not only distorts pricing in numerous markets while increasing insurance premiums, but it also has become a national security issue as well.Expedited Deportations and Increased Scrutiny of Visas

President Trump needs as much support as possible to expedite deportations of illegal aliens and those who would do harm to the USA. This issue involves much more than just a financial liability. It is also a reflection of the destruction of western culture which has been the result of past open border policies

What areas of public policy are you personally passionate about?

I am adamantly opposed to the use of "omnibus" budget bills to fund the government. Every item should be debated and voted on separately. There is no reason to hold our members of the military and our oldest citizens hostage in order to fund 1.7 trillion in deficit, especially while we are over 38 trillion dollars in debt.

What characteristics or principles are most important for an elected official?

Honesty and integrity, and a deep understanding of both the limits and authorities of the office.

What do you believe are the core responsibilities for someone elected to this office?

To keep this government within the limitations placed on it in the Constitution.

To place the best interests of his district, and the State of Texas, above all others.

What legacy would you like to leave?

Children who know God.

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

I watched the Appollo 11 moon landing a few weeks before my 4th birthday.

What was your very first job? How long did you have it?

I started working summers in the oil field at 15 years of age.

What is your favorite book? Why?

The Law, by Frederick Bastiat. This little book will teach you the proper role of government, what to look for in a candidate, and how to assess the legitimacy of proposed laws.

What is something that has been a struggle in your life?

Life

What qualities does the U.S. House of Representatives possess that makes it unique as an institution?

It is unique because it is the most powerful body in the government. It is unique because it holds exclusive power to, among other powers, declare war, suspend habeas corpus, raise an army, lay and collect taxes, borrow money, and to regulate the judicial branch.

Do you believe that it's beneficial for representatives to have previous experience in government or politics?

No. In many cases it is a detriment.

What do you perceive to be the United States' greatest challenges as a nation over the next decade?

To protect itself from the negative results of the prior history of open borders and the failed experiment in multiculturalism.

Do you believe that two years is the right term length for representatives?

Yes

What are your thoughts on term limits?

Term limits are absolutely needed.

When the U.S. Constitution was ratified, there was no need to debate a fixed term limit. The reason there was no need was because the ratio of citizens to congressmen was around 30,000 to 1. In a community of only 30,000 citizens, it was likely that you would know the person you were voting for personally. Better yet, there was an extremely high likelihood that you would at least know someone who knew the person running for office and you would develop some "context of character" about the candidate.

Today we have nearly 800,000 citizens to a single member of Congress. In that ratio, almost no one has any legitimate context of character about the people they are asked to vote for, and the need for term limits becomes absolute.

Do you believe that compromise is necessary or desirable for policymaking?

Desirable, yes. Necessary, no.

The Constitution says that all bills for raising revenue must originate in the House. What role would this power play in your priorities if elected?

It's an extermely important power that needs to be brought to the fight every single day.

How should the U.S. House use its investigative powers?

It could start by actually finishing an investigation and actually applying justice.

What is an accomplishment that you are proud of?

My marriage and children

What role should the United States government have in the development or use of artificial intelligence?

There's not enough bandwith on this platform to have that discussion.

What legislation would you enact related to election administration in the United States?

By enforcing Amendment 15th amendment and criminalizing non-citizens who cast a vote, as well as any citzen that knowingly allows or faclitates an illegal to vote.

I will host an open meeting in the district every single month in order to share with my fellow residents what has happened during the prior 30 days and to discuss what may be coming up. Unlike other candidates, with me you will be heard and I won’t disappear.President Trump needs as much support as possible to expedite deportations of illegal aliens and those who would do harm to the USA.The negative impact of CDLs being issues to illegal aliens and expired visa holders has been a dirty little secret for way too long. What areas of public policy are you personally passionate about?

Addressing the destruction of western culture which has been the result of past open border policies, we must also stop allowing this government to lump all spending into a single omnibus bill. We all know the federal government is too large, too powerful, too far in debt, and spends too much of our money, so please join with me in the battle to change this disastrous course.

What characteristics or principles are most important for an elected official?

Besides honesty and integrity, it is absolutely necessary that an elected official fully understand both the limitations as well as the authorities of that office.

What do you believe are the core responsibilities for someone elected to this office?

To have fidelity to their oath, meaning, not to expand the size and scope of the federal government beyond the limited authorities delegated to it by the States in the U.S. Constitution.

What legacy would you like to leave?

Children who know God.

What makes it truly unique is that it is the single most powerful body in the government. It holds complete authority to, among other powers, declare war, raise an army, suspend habeas corpus, lay and collect taxes, borrow money, and coin money.

No. In many ways it's less beneficial.

What do you perceive to be the United States' greatest challenges as a nation over the next decade?

To protect itself from the negative results of open borders and a failed multiculturalism experiment.

Do you believe that two years is the right term length for representatives?

Yes.

What are your thoughts on term limits?

They are absoltuely warranted. When ratified the ratio of representatives to citizens was around 30,000 to 1, which made it much easier to develop a context of character for the people you were voting on. It was highly likely that you would know the candidate personally, or at the very least know someone who knew the candidate personally. Today that ratio is around 800,000 to 1, and almost no one has any context of character of the canddiates they are asked to vote for, which necessarily demands a need for term limits.

Is there a particular representative, past or present, whom you want to model yourself after?

No.

Do you believe that compromise is necessary or desirable for policymaking?

Desirable, yes. Necessary, no.

It plays a role in as much as one needs to understand that while raising revenue is a power held by the House, we are currently 38 trillion dollars in deabt and destroying our own currency ar a record rate.

How should the U.S. House use its investigative powers?

They might start by alowing those investigations to actually lead to justice, and not just be for show.

What is an accomplishment that you are proud of?

After 60 years, I'm still standing.

What role should the United States government have in the development or use of artificial intelligence?

That's a discussion that is too large for this platform.

What legislation would you enact related to election administration in the United States?

Simply enforce the 26th amendment and criminalize any non-citizen cought voting or anyone knowingly allowing a non-citizen to vote.
