Deliris Montanez was born in Hato Rey, Puerto Rico. Montanez served in the U.S. Army from 1990 to 2019 as a Field Grade Officer Joint Multinational Logistician. She earned a bachelor's degree in business administration with a concentration in accounting from the University of Puerto Rico at Cayey in 1992 and a graduate degree in management from Webster University in 2003. Who are you? Tell us about yourself.
DMB was born in Hato Rey, Puerto Rico, and has lived in the El Paso area for 24+ years. She attended school from Pre-K through grade 12 in Caguas, Puerto Rico, and graduated with a BBA in Accounting from the University of Puerto Rico at Cayey, Puerto Rico. Her MA in Management is from Webster University, Fort Bliss. She also attended leadership programs at the US Army Command and General Staff College and the Defense Language Institute English Language Center.
She spent 29 years in the U.S. Army Reserves, retiring in 2019. Much of her Army career involved training and operations, logistics, and administrative duties within the battalions to which she was assigned. She has served in multinational joint logistics task forces around the world. She has represented the United States Army Reserve with the British Forces in a logistics exchange program, and she was handpicked on many occasions for key assignments ahead of her peers. She is the recipient of many awards and medals for her honorable military service.
Her second and full-time career from 2000 to 2020 was as a Federal Agent. She was assigned to the El Paso Sector, serving in a senior agent leadership position. She applied and enforced complex criminal provisions of the INS laws, apprehended illegal immigrants and smugglers, and worked to stop drug smuggling operations.

Illegal immigration encourages and funds human and child trafficking. I am extremely fortunate that Puerto Rico is a territory of the United States. On the same token, I am very understanding and sympathetic with the challenges our immigrants face in their country of origin. Living in El Paso offers a unique perspective on illegal immigration and how it affects the livelihood of all American citizens. We MUST secure our border to keep bad immigrants out and to encourage 100% LEGAL immigration. I am committed to enforce the already established laws and conduct oversight on every funding given to our federal agencies to secure our nation.Our Veterans have put everything on the line to protect the America we all love dearly, now we owe it to them to ensure they have the necessary care and resources they deserve. From job training to life long quality healthcare, our Veterans need a voice in Washington who will never back down. Our only response will be a FIGHT response and will NEVER wave the white flag.
I am ready to fight for our Veterans to ensure they never struggle to get what they need from our government agencies.Mental Health awareness aims to reduce stigma around mental illness and mental health conditions by sharing personal experiences. As a Mental Health survivor myself, I promise you all we can save a life by listening closely and stop being judgemental. We MUST held violators accountable according to the established laws.Justice Reform and Military Justice Accountability are crucial for our first line of defense and protectors to regain trust and respect in our government. The Feres Doctrine MUST be overturned to bring justice in our broken military judicial system.

What legacy would you like to leave?
I am planning to: (1) Optimize my time on this planet called Earth and live it with purpose; (2) Leave the office better than how I found it; (3) Enjoy my journey while educating, training, mentoring, and developing our future generation among much more.
What was your very first job? How long did you have it?
If I remember correctly, my first job was as an aerobics instructor in a local studio. I stayed in that job for a few years while attending university.
What is your favorite book? Why?
None. Books are gems.
If you could be any fictional character, who would you want to be?
If I could be any fictional character, I still would want to be me.
What was the last song that got stuck in your head?
None in specific. If I like the tune, it gets stuck in my head.
What is something that has been a struggle in your life?
Life is not easy, it was not meant to be easy. There are tons of obstacles and challenges, but God gave us the freedom to make our own choices. Good choices, and bad choices, but the most important learning experience is to own the outcome and become a better version of oneself.
What qualities does the U.S. House of Representatives possess that makes it unique as an institution?
The U.S. House of Representatives qualities that make it unique as an institution are: make, pass, and enforce federal laws.
Do you believe that it's beneficial for representatives to have previous experience in government or politics?
In my humble opinion, it is beneficial for representatives to have previous experience in government but not in politics. We need representatives who do not sell their souls to any of the political parties and work diligently to serve and protect the land and the people as per the U.S. Constitution.
What do you perceive to be the United States' greatest challenges as a nation over the next decade?
Our National Security is at risk and our adversaries are watching very closely. Our armed forces are demoralized and trust and respect towards our government is non-existent. Our border security is becoming weaker and having the right leadership is paramount.
Do you believe that two years is the right term length for representatives?
I believe that four years is the right term length for representatives.
What are your thoughts on term limits?
I support term limits at every level within our government. We must educate, train, mentor, and develop the next generation.
Is there a particular representative, past or present, whom you want to model yourself after?
There are many representatives whom I would grasp positive traits from but I am a very unique candidate for elected office and would rather make a name for myself.

I do believe compromise is necessary and crucial for policymaking. Both political parties must get into agreements for the benefit our our nation. Too much at stake to accept mediocrity.
The Constitution says that all bills for raising revenue must originate in the House. What role would this power play in your priorities if elected?
Bills for raising revenue are crucial and must be a priority for every single representative but not at the expense of our people.
How should the U.S. House use its investigative powers?
The U.S. House must use its investigative powers by enforcing established federal laws and performing oversight of the same. Accountability, transparency, and justice are a MUST.

On the 2022 ballot, I will be recognized as DMB Deliris Montanez Berrios. I was born and raised in Puerto Rico, but have been an active member of our El Paso County community since 2000 when I relocated to accept employment with the United States Border Patrol currently known as Customs and Border Protection. I retired on November 30, 2020. I am single, with no children, as I was committed to my careers. I served 29 years in the United States Army as a multinational/joint logistician. Handpick for key leadership positions and selected among my reservist peers to represent the United States Army Reserves in a Logistics Exchange Program with the British Forces. Founder and president of Dance for Dreams, a non-profit 501 (c) (3) classified as a 509 (a) (2) Public Charity since 2012 benefitting our Sun City youth. Woman Veteran Disabled Small Business owner of Equestrian Holistic Retreat Getaway for those who Serve US, LLC serving our community mental health needs with an emphasis on first responders, veterans, and service armed forces members. Constituent's respect to elected representatives is earned not given.Acquired knowledge without meaningful actions and refusal to share with others is fruitless with time and resources wasted. Life experiences, education, training, and upbringing will display a shining light on my daily actions and interactions with others. Consideration of others is paramount as my primary role is to serve our people and preserve our land.El Paso is recognized as the Sun City for a reason and our Franklin Mountain Star must shine as far as the horizon for others to emulate. What legacy would you like to leave?
That my life matter not just to my family members, but friends, colleagues, and all circles of friends that I am involved with on a daily basis. My value on earth is beyond measure and my biggest contributions will impact our future generations. Our Almighty will prepare a table for humanity to witness his powers and promises to all humankind.
What is the first historical event that happened in your lifetime that you remember? How old were you at the time?
Memories of me wearing a bandana at the zoo watching the hippopotamus with my parents always come to mind. I have great memories of growing up with my parents and siblings.
What was your very first job? How long did you have it?
If I remember correctly, I worked as a community Aerobics Instructor. I performed that job while in high school as a source of income for my personal expenses. Community service has always been a staple in my life development.
What is your favorite book? Why?
I am not an avid reader. The Bible. It speaks to me daily as I know it speaks to others delivering the same message.
If you could be any fictional character, who would you want to be?
Wonder Woman or Batichica.

Strong Enough from Matthew West among many others.
What is something that has been a struggle in your life?
Jealousy and envy from non-believers. Backstabbing from the same ones. Having to accept injustices because is how it has been for centuries.

Transparency, Accountability, and Justice in all areas of our government.

Absolutely. Not necessarily in politics, we have plenty of politicians/lobbyists, but it is a must to have adequate experience in how the government operates.

Retention and recruiting efforts in the armed forces and law enforcement agencies.
Quality of education in schools and colleges.
Qualified medical personnel in hospitals.
Increase of unemployment.

For the most part, I am a serious and focused individual but I always laugh at the thoughts and memories I keep of the first time I went skiing and ended up with my head stuck in the snow and my legs up to the sky.
Do you believe that compromise is necessary or desirable for policymaking?
Totally. Bipartisan support is paramount for the growth of our country. One must compromise in a marriage to make it work. It is not 50/50, it is what is necessary to make it work for the parties involved and the affected parties.

The House of Representatives represents the will of the people. My oath has, is, and always will be to serve our constituents and protect our land.
