Campaign websitesCrowley's campaign website stated the following:David Crowley’s campaign is built on one goal: improving life for working Wisconsinites. That means modern solutions that create jobs, support families, and deliver opportunity in every zip code—from rural townships to urban neighborhoods.Jobs and Wages That Build FuturesCrowley will grow an economy rooted in local ownership and union labor. He’ll take his Building Bridges Program statewide—revitalizing storefronts, activating commercial corridors, and creating jobs block by block. Every infrastructure dollar will support good-paying, local jobs and lift the trades with strong labor standards.Expanding the Middle ClassAs Governor, Crowley will modernize and expand apprenticeship programs—connecting young people and career-changers to opportunities in the trades, health care, green energy, and beyond. These aren’t just training programs; they’re pipelines to economic stability and lifelong opportunity.Entrepreneurship That Works EverywhereCrowley will make Wisconsin the best place in the Midwest to start and grow a small business — whether you're opening a bakery in Beloit, running a barbershop in Wausau, or launching a biotech startup in Eau Claire. He’ll streamline permitting across state agencies, cut red tape for local entrepreneurs, and expand access to affordable capital so more Wisconsinites can turn ideas into income. Crowley will double down on technical assistance and back community-based lenders who know how to reach the business owners big banks ignore. And he’ll use state incentives to prioritize storefront growth in commercial corridors, not just corporate subsidies. Because building an economy that works everywhere means making sure small businesses can thrive anywhere.Public Investments That DeliverGovernment should help create jobs—not just be a check cutter. Under Crowley’s leadership, public dollars will multiply opportunity. Investments in housing, health care, and climate resilience pay dividends across Wisconsin, with accountability and outcomes that families can feel. That means homes people can afford, care that’s easy to access, and family supporting jobs.Health Care That Reaches PeopleCrowley will expand mobile outreach, addiction treatment access, and EMS innovations across the state—because everyone deserves care that shows up when and where it’s needed. His plan puts people first, removing barriers and delivering results.Affordable, Safe Housing Across WisconsinCrowley will build and preserve affordable and attainable housing in rural, urban, and suburban communities alike. He’ll make it easier to get projects approved and ensure new housing is energy-efficient, resilient, and affordable to working families.Strong Schools and Early LearningCrowley’s plan includes universal early childhood education, new investments in public schools, and closing the special education reimbursement gap. He’ll ensure that every child has a launchpad to success—whether through college, technical school, apprenticeships, or direct-to-career pathways.Climate Action That Creates JobsClimate action is economic investment. Crowley will invest in solar, energy retrofits, and clean infrastructure that creates thousands of union jobs across Wisconsin. He’s already cut emissions nearly 50% in Milwaukee County—now he’s ready to take that impact statewide.Connected CommunitiesCrowley will finally close Wisconsin’s broadband gap, repair roads, and expand transit where it’s needed — so that every community can connect to jobs, school, health care, and each other. That means investing in regional transit that links rural towns to economic centers, restoring service cuts that have left communities stranded, and building a modern transportation system that works for seniors, workers, and families alike. As County Executive, Crowley has already expanded bus routes, championed new transit corridors, and fought for federal infrastructure dollars to keep Wisconsin moving. As Governor, he’ll take that fight statewide — because no one should lose out on opportunity because of where they live or how they get around.Empowered Local LeadershipThrough smart revenue reform, Crowley will ensure local governments have the tools and funding to serve their residents — while lowering property taxes and re-empowering local decision-making. That means giving communities the resources to invest in what matters most: well-trained police and fire departments, reliable public works, responsive local services, and the ability to shape their own future without interference from Madison. As County Executive, Crowley successfully secured new state revenue tools for local governments, fought to restore local control, and delivered balanced budgets that protect public safety and expand services. As Governor, he’ll finish the job — because no one knows what a community needs better than the people who live and lead there.A Democracy That Includes EveryoneCrowley will protect voting rights, push for nonpartisan redistricting at every level, and strengthen the systems that ensure every voice is heard—because democracy only works when it works for all of us.These are not slogans. They’re a blueprint. David’s campaign is about delivering real, measurable improvements in people’s lives—jobs, homes, care, education, and trust in the institutions that serve us.Because the people closest to the pain should be closest to the power. And under David Crowley’s leadership, they will be.Accessible Childcare for Wisconsin FamiliesCrowley believes every family deserves access to safe, affordable, high-quality child care. As Governor, he will champion long-term investments that stabilize providers, expand early childhood programs, and ensure working parents never have to choose between earning a paycheck and caring for their children. Crowley will prioritize raising subsidy rates so families can afford care, supporting providers so they can keep their doors open, and growing pre-K readiness programs that give every child a strong start. By making child care more accessible and dependable, Crowley will strengthen Wisconsin’s workforce, support parents, and give every child the foundation to thrive.Services for People with Disabilities.Crowley supports policies and programs that ensure children and adults with disabilities — and older adults — can access the services and supports they need to live full, independent lives. He’ll champion investments in home and community-based services and strengthen the direct care workforce through better wages and benefits.— David Crowley's campaign website (August 24, 2026)Crowley's campaign website stated the following:David ’s Plan: Building a Wisconsin That Works for All of Us.David Crowley’s campaign is built on one goal: improving life for working Wisconsinites. Crowley's website highlighted the following campaign themes:[28]
Education
Excerpt: "By investing in early childhood education we can touch the lives of all youth and lay a better foundation of learning for our children before reaching school age."
Public safety
Excerpt: "The city has too many foreclosure homes that are in disrepair. We need to to [sic] strategically invest in a foreclosed home that could benefit as a Safe house. Safe houses are renovated homes that act as a resource center in neighborhoods."
Health
Excerpt: "Health is a state of complete physical and mental well-being, and this is why it is essential we bring quality, community health programs into our inner-city. That is also why I am dedicated to investing more dollars into our public health department, and creating partnerships with healthcare providers and community health programs to provide much needed services in the 7th District."
Minimum wage
Excerpt: "We need to raise the minimum wage and we need to do it now . . . If we’re going to spend dollars to build and sharpen the skills of a robust workforce, we need the commitment of ALL employers to invest in people by paying a decent, living wage."
