Dave Hinman was born in Alabama, raised in Iowa, and, as of 2023, lived in O’Fallon, Missouri. Hinman earned a high school diploma from Ankeny High School and a B.S. in hotel, restaurant, and institution management from Iowa State University in 1988. His career experience includes working at the QuikTrip Corporation as a retail manager. Hinman served as a member of the O’Fallon City Council, as an O’Fallon City Council alderman, and as a commissioner for the City of O’Fallon Planning and Zoning Commission. Hinman was also a member of the board of directors of the O’Fallon Fire Protection District and was the president of the St. Charles County Municipal League.[1][2]

Who are you? Tell us about yourself.
Thank you for your support over the past 4 years as your State Representative for District 103-O'Fallon.
I have a B.S. in Hotel, Restaurant and Institution Management from Iowa State University. I have lived in O'Fallon since 1990. I am married to my wife, Kathy, and have 3 children and 8 grandchildren and everyone lives in St. Charles County.
I have had the pleasure of serving you for a while in different roles throughout our community. My community involvement has been: O'Fallon Alderman, Ward 1, 2001-2005; O'Fallon Fire Protection District, Director, 2006-2010; O'Fallon Councilman, Ward 1, 2014-2023; Missouri State Representative, District 103, 2023-Present.
I have spent my entire adult life working in the customer service industry. I retired as a QuikTrip manager after 35 years working within our local community. I am a member of the O'Fallon Elks, a member of the O'Fallon Chamber, and member of the Assumption Knights of Columbus and a Greeter/Usher at Assumption Church.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?
Lets put more money in the pockets of the residents. I have supported several tax measures over the past four years that have helped put more money in the pockets of our residents. YOU can spend your money better than the government.Continue to support public education and give options for families and students that may need a better/different option. I support fully funding schools.I have worked to assist seniors by passing the senior real estate tax freeze and sending out information to all that qualify in our district. I also supported the removal of taxes on social security and on capital gains. I have also supported all the bills that have been proposed that make life better for our veterans.
What areas of public policy are you personally passionate about?
Public Safety, Local Government, Insurance and Banking.
What organizations or individuals have endorsed your campaign?
For the 2026 Primary - The Fraternal Order of Police, Missouri State Lodge, The Missouri State Council of Fire Fighters, The Missouri Police Chiefs Legislative Coalition and the Missouri Right to Life.
