Who are you? Tell us about yourself.

I'm Coumba Kebe, the Democratic candidate for Indiana State Treasurer. I'm a first-generation American, raised in Indianapolis and a graduate of Franklin Central High School, and I now live in Noblesville. I earned a degree in Community Health & Preventive Medicine from Indiana University Bloomington and a Master of Public Health in Health Policy and Management. For nearly a decade, I've worked where healthcare, business operations, and public policy meet, as a Corporate Compliance and Training Officer, a Director of Field Operations, and the founder of Scope Consulting. Today I'm a healthcare executive serving seniors, caregivers, and families across Indiana. I've overseen multi-million-dollar budgets and seen firsthand how the state's financial decisions affect households, local economies, and access to care. I also make plain-language videos explaining Medicaid and the state budget, which have reached thousands of Hoosiers.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

Hoosiers deserve to know how their money is managed. The Treasurer's office is responsible for safeguarding and investing the state's money, yet too few people understand where it goes or why. I'll bring clarity and accountability to the office by explaining investment decisions, state debt, and Indiana's finances in plain language, the same way I've broken down Medicaid and the state budget for thousands of Hoosiers. Public money belongs to the public, and so does the information about it.The Treasurer's office can do more to help families build financial security. I'll expand awareness of and access to tools like CollegeChoice 529 savings plans and promote household financial literacy, so more Hoosier families can save for college, prepare for emergencies, and build wealth over time. These programs already exist, but too many families don't know they're available. I'll make sure they do.Taxpayer dollars should be managed with discipline and long-term planning. As a healthcare executive, I've overseen multi-million-dollar budgets and learned that every financial decision has real consequences for real people. I'll bring that same responsibility to managing Indiana's investments, planning for the long term rather than the next headline, so the choices we make today don't become burdens for the next generation of Hoosiers.

What areas of public policy are you personally passionate about?

Healthcare access and public health are at the heart of my career. I've spent nearly a decade working with seniors, caregivers, and families, and I've seen how state budget decisions shape whether people can get the care they need. I'm also passionate about financial literacy and economic opportunity, especially helping families understand the tools available to save and build wealth. And I care deeply about making government understandable. When people can see how decisions are made and where their money goes, they can hold leaders accountable. I want a state government that works with Hoosiers, not around them.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

Affordability (Utilities)- Hoosiers deserve a system that balances reliable services with reasonable costs, so families can plan for the future without being overwhelmed by rising bills. Indiana should strengthen oversight, promote transparency, and pursue policies that protect ratepayers while investing in modern, environmentally friendly and efficient infrastructure.Healthcare-Indiana’s growing senior population deserves a healthcare system that is reliable, transparent, and responsive to their needs. I am committed to strengthening Medicaid, improving oversight and communication, and supporting caregivers so seniors are not left without care due to system breakdowns or administrative failures. Every Hoosier should be able to age with dignity, stability, and confidence in the services they depend on.Public Education & Property Taxes-Restoring strong, reliable funding for Hamilton County schools and local communities is essential to supporting students and educators. Senate Bill 1 (SB1) was presented as a property tax cut, but it reduced critical funding for local governments and public schools. As a result, school districts and communities are being asked to do more with fewer resources, placing added strain on classrooms, educators, and essential public services families rely on every day.

What areas of public policy are you personally passionate about?

I’m most passionate about public policy that puts people before politics, especially healthcare. My background in public health and healthcare operations has shown me how policy decisions directly shape whether families can access care, whether seniors can age with dignity, and whether caregivers are supported or burned out by broken systems.

I’m deeply focused on strengthening Medicaid, protecting seniors and people with disabilities, and demanding transparency and accountability from state agencies so no Hoosier loses coverage due to government mismanagement. I also care deeply about affordability because working families shouldn’t be priced out of their communities.
