Campaign websiteBianco's campaign website stated the following:A VISION FOR A BETTER CALIFORNIAPRIORITIESA Safer, Stronger California Starts HereChad Bianco is committed to restoring trust, protecting our communities, and creating opportunity for every Californian. From public safety to economic growth, his priorities put families first and focus on building a future where we can all thrive.Discover the policies that will restore trust, safety, and opportunity for every Californian.PUBLIC SAFETYPut Safety FirstFully support and resource law enforcement to protect communities.Enact Real ReformRestore accountability, strengthen penalties for repeat offenders, and combat organized retail crime.Defend Victims’ RightsStand with victims, not criminals, and expand support services for those impacted by crime.PUTTING SAFETY FIRSTWith the overwhelming passage of Prop 36 and the ousting of radical, pro-criminal district attorneys in our major cities, voters have made it perfectly clear; they are tired of the soft-on-crime policies coming out of Sacramento. Protecting our people is the government’s number one responsibility, and that will always be my priority as governor.PUTTING SAFETY FIRSTEnsure law enforcement has adequate staffing and resources to respond to rising crime. Defend law enforcement agencies against efforts to “defund the police” which only emboldens criminals and makes our communities less safe. Invest in recruitment, training and retention programs to ensure that law enforcement officers are best equipped to keep California safe.REAL REFORMREAL REFORMStrengthen penalties on repeat violent offenders – giving prosecutors the tools they need to keep dangerous criminals off our streets.Expand the work of the State’s Retail Crime Task Force to make sure people feel safe while they are supporting their local businesses.Build off the success of Prop 36 by continuing to restore penalties for serious crimes and ensure accountability for those who commit criminal acts.VICTIM’S RIGHTSVICTIM’S RIGHTSSide on the side of victims of crime, not those who commit crime.Bolster legal aid and mental health services for crime victims who will live with residual trauma for the rest of their lives. For years and years, career politicians in the State Legislature have made radical crime policy mainstream. A disturbing and twisted use of the word “reform” has pushed the progressive ideology that law enforcement and law abiding residents are somehow the bad guy, while criminals are somehow the victim. The result is rampant organized retail theft, property crime, and violent crime skyrocketing in recent years. With new leadership in the Governor’s Office, we can right this wrong, and enact real and true reform in our broken criminal justice system. We will restore and prioritize public safety in California.AFFORDABILITYCut taxes on working families and businessesStop the over-regulation of California’s economy to support job growth and businessUnleash California’s energy resources to lower the price of gas and utilitiesSupport California’s ever-changing technology sector to create good-paying jobs and open avenues to ensure California as the innovation capital of the countryCalifornia is the most expensive state to live in America, which explains why from July 2020 and July 2023 we have lost 412,000 people to other states. It is no surprise given residents must deal with the highest income tax and most regulations of any other state. Decades of failed policies, over taxation, and regulations have are causing Californians to leave for greener pastures. After decades of decline and the status quo, it is time for a new leadership to lead us in a new direction. Under new leadership, our government can and will make California affordable again, bring down the cost of living for working families, and restore the potential of prosperity in every corner of our beautiful state.Californians Deserve to Keep More of their Hard-Earned MoneyHere’s how we’ll make it happen:Cut taxes on working families and businessesStop the over-regulation of California’s economy to support job growth and businessUnleash California’s energy resources to lower the price of gas and utilitiesSupport California’s ever-changing technology sector to create good-paying jobs and open avenues to ensure California as the innovation capital of the countryEDUCATIONLearning FirstStudents deserve a world-class education that works for themTeaching WorkforceHelp with the widespread teacher shortageSchool SafetyEnsure every public-school campus has access to School Resource Officers and promote counseling and mental health programsUndo Harmful RegulationsWe have built a bureaucracy that is failing our children. We must do better.California’s school system is failing. Radical policies and social agendas from activists and bureaucrats have harmed our students. Our teachers and our students are left to suffer. California spends more on education than any other state, and yet we see some of the lowest metrics of success and student learning. Across the board, our students are struggling. Failing schools are leaving an entire generation of California students behind. In 2023, just 43% of California students were reading at grade level by the third grade, and only 35% of California students achieved state math standards for their grade level. We have built a bureaucracy that is failing our children. We must do better. Students deserve a world-class education that works for them and prepares them for adulthood with tools for success in their personal lives and in the workplace.LEARNING FIRSTLEARNING FIRSTPrioritize fundamental skills – reading, writing, math, and science to prepare students to enter the workforceSupport career-technical education that gives students real-world skills that translate to job opportunitiesEncourage and expand access to high-performing charter schools that are creating innovative new learning environments outside of our public-school districtsTEACHING WORKFORCETEACHING WORKFORCEIncrease funding for teacher training and recruitment programs to help with the widespread teacher shortageEnsure school funding goes directly to teachers, students, and the classroomSCHOOL SAFETYSCHOOL SAFETYEnsure every public-school campus has access to School Resource Officers that are trained and equipped to respond to crime and emergency situationsPromote counseling and mental health programs to support the healthy emotional well-being of studentsUNDO HARMFUL REGULATIONSUNDO HARMFUL REGULATIONSRepeal AB 1955 to restore parental rights over their children when we send them to schoolIMMIGRATIONSecure the BorderProtect California by stopping illegal crossings, ending sanctuary policies, and dismantling drug and trafficking networks.Keep Communities SafeRemove violent criminals and end sanctuary for those who break the law.Strengthen the EconomySupport lawful immigrant workers through fair programs and pathways that keep industries strong.Immigrants built the United States of America, and they built California. Our state has been enriched by their contributions for generations. Unfortunately, the lack of border enforcement on the 140 miles that California shares with Mexico has created a humanitarian crisis that is neither compassionate nor sustainable. California must work with the federal government in a bipartisan fashion to solve this issue once and for all. The time for inaction is over.SECURE THE BORDERWork with the federal government to stop illegal border crossingsAbolish Sanctuary State policies and ensure local law enforcement is free to collaborate with federal partners when dealing with illegal immigrants who commit crimesCombat the illicit drug and human trafficking organizations that are destroying our stateKEEPING COMMUNITIES SAFEPrioritize the deportation of violent criminals from our jail and prison systemsEnd sanctuary for illegal immigrants who have committed serious crimesSTRENGTHEN THE ECONOMYSupport guest worker programs to ensure all of California’s vital industries have the help they need, and work with the federal government on a reasonable path to citizenship for hard working, law abiding residentsMake it easier for law abiding immigrant workers to enter the workforceHOMELESSNESSProtect our CommunitiesClear unsafe encampments and fast-track emergency shelters and supportive housing.Address drug addiction and mental health challengesExpand treatment and mental health response, including mandatory care when needed.Government AccountabilityAudit homelessness spending and fund only programs proven to deliver real results. The issue of homelessness is another example of a government boondoggle. While there are certainly Californians who find themselves in hard times and without a home, the problem we see on a daily basis has been completely caused by our politicians and a failed social experiment. The decriminalization of drugs, combined with nationwide mental health crisis, and home unaffordability, has caused California to hold the title of the worst homeless crisis in America. California’s elected officials created a problem, and are doing everything in their power to not solve it. In the last five years, California has spent $24 Billion on homelessness. During that same time, California’s unhoused population grew by 30,000 people.Even worse, state leadership cannot track where the money went. This is a problem that decades of their policies and agenda has created. We can not allow these same politicians to act like they have a solution during election years. It is time for a leader with the ability and desire to clean up their mess.PROTECT OUR COMMUNITIESUse Grants Pass v. Johnson to encourage cities to clear homeless encampmentsExpedite the construction of emergency shelters and supportive housingADDRESS DRUG ADDICTION & MENTAL HEALTHDirect resources toward substance abuse to include legislation that will allow forced treatment when necessaryProvide for increased mental health clinicians and first responders who encounter these individuals on a daily basis.GOVERNMENT ACCOUNTABILITYConduct a full audit of every entity receiving tax payer money to ensure that money is actually being spent on those who are homeless and homelessness prevention, rather than lining the pockets of those in charge of that entityPrioritize state funding to organizations that have a successful track record of getting the homeless into treatment and housingHOUSINGStreamline Permitting & EfficiencyCut red tape to lower costs and build faster.AffordabilityProtect Prop 13 and lower home prices by eliminating over regulation.Owning a home is part of the American dream. That dream in California has turned into a nightmare. For most Californians, owning a home is not a possibility, especially for our young people. The rising cost of rent, and inability to own a home has not only contributed to growing homelessness in our state, but has taken away the economic freedom of Californians. The top 5 most expensive cities in America to own a home are in California, that is unacceptable, it is time we remove those government created barriers that have destroyed our housing industry.STREAMLINE PERMITTING & EFFICIANCYExpedite approval for housing projectsEliminate CEQA and the litigation that only passes costs onto the homebuyerIncentivize developers to build across CaliforniaEnd the over regulation of our building industryAFFORDABILITYOppose any effort to weaken Prop 13Eliminating over regulation encourages more building and increases competition among builders to lower the price of new homes for buyersAGRICULTUREDefend CA FarmersProtect water rights, incentivize efficiency, and eliminate regulations crushing California farmers.Uphold the will of the votersExpand water storage, modernize infrastructure, and expedite new projects to uphold the will of the voters.California is America’s leading agricultural producer; we feed the nation. I will always stand in defense of California’s farmers and ranchers. For years, Democrats in California have failed to make investments in water infrastructure, and the entire state pays the price.DEFEND CA FARMERSProtect California Farmers’ Water Rights and ensure California farmers have the water allocations necessary to feed California and the nationIncentivize farmers to practice water efficiency, which is good for business and the environmentReform SGMA (Sustainable Groundwater Management Act) to stop the over-burdensome groundwater regulations that are crushing small farmersEliminate burdensome special interest regulations that drive farmers and ranchers out of businessUPHOLD WILL OF THE VOTERSProposition 1 was passed in 2014, over 10 years ago, and not a single new water project has been completedExpand the capacity of California’s above-ground water storage to create drought-resiliency for dry yearsExpedite the construction of Sites Reservoir which will provide a more flexible water supply for future generations of CaliforniansModernize California’s aging water infrastructureENERGYModernize the GridModernize the grid to prevent blackouts and embrace market-driven energy solutions.Lower CostsHold regulators accountable and unleash California’s energy industry to lower costs.Nuclear EnergyKeep Diablo Canyon operational and support nuclear as a clean, reliable energy source.California should lead the nation in innovative and affordable energy solutions. Instead, Californians monthly bills are among the highest utility bills in the nation. What should be the greatest state in the nation does not have the ability to sustain power to its residents. Sacramento should be embarrassed of rolling blackouts during our summer months, and week-long power outages during windy season. California residents must demand better.MODERNIZE THE GRIDModernizing will aid in preventing blackouts and ensure delivery during peak load timesEmbrace innovative energy solutions that are driven by the market, such as hydrogen, geothermal, hydro, and nuclearLOWER COSTSHold the CPUC and CEC accountable for allowing rate price increases to take effectUnleash the California energy industry by lifting prohibitions and restrictions on new drilling in the Central Valley and across CaliforniaNUCLEAR ENERGYKeep Diablo Canyon up and operationalSupport nuclear as a clean and reliable source of California’s energy futureINSURANCEAffordable RatesEnsure fair regulation, incentivize home hardening, and stabilize the FAIR Plan to keep insurance affordable.EfficiancyFight fraud and simplify claims to improve efficiency.California has been experiencing a crisis in the insurance market, soon to be worsened by the fires that have ravaged Southern California. The economic climate in our state has caused a whole host of insurers to pause policy renewals, cancel current policies, or leave the state all together. The state needs competition back in the marketplace to mitigate risk for natural disaster, and always protect consumers.AFFORDABLE RATESStop Insurers from Leaving California by ensuring a stable and fair regulatory environmentIncentivize home hardening measures to mitigate against wildfire and floodCreate Financial Solvency for the FAIR PlanEFFICIENCYInvestigate and prosecute those who commit insurance fraudSimplify the claims processEMERGENCY RESPONSELocal ControlEmpower local leaders and first responders to protect their communities.Wildfire MitigationManage forests with controlled burns, firebreaks, and fewer restrictions.Increased Funding & Workforce SupportInvest in planning, personnel, and technology to strengthen Cal Fire.Decades of mismanagement by California’s politicians has allowed the worst natural disasters of the last 10 years to decimate entire communities. A lack of proper forest management, and delayed infrastructure projects due to a burdensome regulatory system, has created disaster after disaster in the Golden State.LOCAL CONTROLEmpower local governments and first responders to make decisions that work best for their communities.WILDFIRE MITIGATIONActive Forest ManagementExpand Controlled BurnsExpand FirebreaksEliminate regulatory restrictions for forest management.INCREASED FUNDING & WORKFORCE SUPPORTState investments in wildfire planning, increased personnel, and new fire-fighting technologyTRANSPORTATION & INFRASTRUCTURETransportation affordabilitySuspend gas tax and prevent toll increasesInfrastructure investmentInvest in needed infrastructure, expand freeways, and end $100 billion high-speed rail boondoggle. As the largest state in America, California can lead the way on transportation by creating innovative, environmentally-conscious, and economical transit solutions across the state.Instead, Californians have to deal with the most expensive gas tax, some of the worst traffic, and a non-existent “train to nowhere”.TRANSPORTATION AFFORDABILITYSuspend the Gas Tax, which is the highest in the nationPrevent toll increases on working CaliforniansINFRASTURE INVESTMENTReduce traffic congestion by expanding HOV Lanes and investing in infrastructure projects that Californians actually need– like freeway expansionsCancel the high speed rail project and utilize remaining funding for needed infrastructure projectsConduct a full audit of all of the spending on the High Speed Rail Project. This boondoggle was once predicted to cost $33 billion dollars. It is now slated to cost over $100 billion dollars with no end in sight— Chad Bianco's campaign website (April 8, 2026)Note: This text is quoted verbatim from the original source.
