Guthrie was born in 1964 in Florence, Alabama. He earned a bachelor's degree in economics from the U.S. Military Academy at West Point in 1987 and his master's in Public and Private Management from Yale University in 1997. Prior to his political career, Guthrie had served in the United States Army and worked as a businessman. From 1999 to 2008, Guthrie served in the Kentucky State Senate.[1][2]

Led the bill to reauthorize the the National Center for Missing and Exploited Children: (H.R. 3092) which ensures coordination of federal, state and local law enforcement agencies to find kids who have been abducted and sexually exploited. Since it was created, the Center has helped find over 188,000 kids.
Fighting to create jobs and revive America’s manufacturing sector by introducing legislation called the REBUILD Act (H.R. 3355). Guthrie’s 10 point plan includes making America energy independent, providing funding for retraining workers who need new skills, and reforming our tax code to make it simpler, flatter, and fairer.
Authored legislation that cut through government red tape and brings attention to Alzheimer’s Disease research.: (H.R. 4351) Guthrie strongly believes that with increased research we can find a treatment or cure and help families affected by this disease.
Voted for real cuts in federal spending: In fact, Brett voted to cut $95 billion in federal spending one year. Brett strongly believes we must restrain spending, improve government efficiency, and reduce burdensome regulations to jump-start the American economy.
Strongly supports balancing the federal budget: Brett voted for a Balanced Budget Amendment to the U.S. Constitution (H J Res 2, 11/18/11, Roll Call 858), and he voted for the “Cut, Cap, and Balance” plan (HR 2560, 7/19/11, Roll Call 606,) which capped federal spending and made real progress toward balancing the budget.[15]
