In their own words

Who are you? Tell us about yourself.

I've lived in Texas since 1991, and I have been a dedicated Libertarian activist for over 20 years. In the past I've run for legislative offices a number of times, both at the state and federal level.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

Rights are more important than interests. When the rights of property owners conflict with the interests of oil and gas companies, the property owners' rights must take priority. The Railroad Commission should ensure that property owners can receive prompt restitution when industrial activities cause damage. A restitution-based system is better than trying to constrain oil and gas companies in advance. The Railroad Commission should focus on transparency. The name should be changed to the Oil and Gas Commission. We should make it easy for the public to follow the RRC's activities. We should clean up and simplify the last 100+ years of RRC regulations.

What areas of public policy are you personally passionate about?

Free markets, civil liberties, and a foreign policy that seeks peace and open trade.

Campaign websiteDiBianca's campaign website stated the following:PrioritiesPromote Free Market Energy PolicyLet the market—not the government—decide the energy mix. Support “all of the above” energy development without subsidies or mandates for any source.Oppose government picking winners and losers between oil, gas, wind, solar, or nuclear.Encourage competitive access to pipelines and markets rather than monopoly protections.Defend Property RightsProtect mineral owners and surface owners from government overreach and eminent domain abuse.Require voluntary, market-based solutions for disputes between landowners and energy developers rather than one-size-fits-all mandates.Environmental Responsibility Through AccountabilityHold operators accountable for well plugging and cleanup, but make compliance predictable and transparent.Encourage bonding and insurance markets to handle environmental risks instead of taxpayer bailouts.Use market pricing of risk — companies that create higher risk should pay higher insurance, not shift cost to others.— Arthur DiBianca's campaign website (April 12, 2026)Note: This text is quoted verbatim from the original source. DiBianca's website highlighted the following campaign themes:[6]

Cut Taxes and Spending

Excerpt: "Taxes are too high. That's because government spending is too high. I want to reduce both. Today our state government spends money on almost everything: education, health care, cancer research, business incentives (i.e. corporate welfare), and poverty programs. These may be worthy goals, but they are not proper functions of government."

End the War on Drugs

Excerpt: "Selling and using drugs may be personally unwise, but those activities don't violate anyone's rights. By establishing drug prohibition, our government has taken a modest problem and turned it into a huge problem. Now we have to deal with drug gangs and black markets, and taxpayers have to pay to keep thousands of people in jail. We need to end this nonsense."

Relief for Small Businesses

Excerpt: "State and local governments make it much harder than it should be to start your own business. Both native citizens and immigrants often wish they could start a business, but get frightened away by the mountain of red tape, fees, and regulations. Politicians do this partly to protect well-connected businesses by shielding them from new, lower-priced competition. Government should not pick winners and losers. I want to make it easier to start a business in Texas by reducing the power of government to get in the way."

Liberty for Latinos

Excerpt: "Texas has a fast-growing Latin American population. I want Texas Latinos to leave behind the big-government welfare liberalism of the Democrats and the big-government bigotry of the Republicans, and join the Libertarian Party instead. We don't want the government to prop people up, and we don't want the government to hold people down. I think that's consistent with the desire of most Latinos to have a level playing field where hard work pays off."
