Who are you? Tell us about yourself.

I'm a Working Man, with a Plan. WILKS WORKS FOR YOU.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

I am just like you. I got tired of these Politicians playing Monopoly with my real money! So, I stepped up to do the Job by actually going to the Capitol to confront these elected officials.... but, instead of arguing with them, I ended up working with them, to change discriminatory government policies and to right the wrongs that were created by past Congressional sessions.

Well, it worked. To date, I have collaborated with federal and state Representatives to take on and change Criminal and Social Justice Reforms, Economic and Workforce Development, and my historic victories against the SBA and USDA.I successfully dismantled discriminatory government policies that prevented formerly incarcerated people from becoming productive, economically viable members of their communities.

The SBA and USDA, and other government agencies, have for decades treated unfairly small businesses owned by people who have been Justice Impacted (convicted of any felony or misdemeanor, including DUI, Child Support violations).

I used my own resources and my business: Carmen's Corner Store, to bring lawsuits against these government agencies, in order to remove the discriminatory government policies that prevented millions of Working People from accessing economic resources during the Pandemic and after.

Two landmark victories and a win for the people.More than 80 million people and their communities have benefited from my legal actions against Big Government.

If you want to fix up the House of Representatives, please don't send a lawyer or a politician to do the job, send a Working Man, with a Plan to do the job.

Congress needs is renovating. Send me in there and I will construct Concrete legislation that will provide a strong foundation for Progress in Congress.

You Choice in Congress is your Voice in Congress....

Chose wisely. Chose Wilks.

What areas of public policy are you personally passionate about?

The Economy.

Reducing crime through Community Engagement and Accountability.

Criminal and Social Justice Reform.

I respect my Elders, and I listen to my mother.

Who do you look up to? Whose example would you like to follow, and why?

Jesus.

Jesus.

Jesus....

Is there a book, essay, film, or something else you would recommend to someone who wants to understand your political philosophy?

Think and Grow Rich.

What characteristics or principles are most important for an elected official?

Integrity. Respect for others. Temperament. A love for Jesus.

What qualities do you possess that you believe would make you a successful officeholder?

I'm real. I say what I mean, and I am passionate about being the "Working Man" that we need in the House of Representatives.

Wilks Works For YOU, not THEM.

What do you believe are the core responsibilities for someone elected to this office?

To work for the People.

I have demonstrated my commitment to community by being hands-on with solving problems in my community and throughout our country. Challenging and defeating Big Government Bullies, like David did Goliath.

I'm not your daddy's Democrat. I actually work for a living and like my future constituents, I want my money's worth from the elected people who are supposed to be there working for US, not for themselves.

I will be there day in and day out to get the job done for you. Returning millions of tax dollars to communities in need of Economic Empowerment. I will be very active in making sure that our District doesn't suffer from the malpractice being done to other districts.

Wilks Works For YOU.

What legacy would you like to leave?

"Putting People before Profits to create meaningful changes for all Americans.

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

9/11, was the most memorable event that affected me. I was 40 years old at the time.

What was your very first job? How long did you have it?

I'm the son of Jamaican immigrants who raised me in an environment of Working People. I've been working since I could walk.

My first job was working for my mother, who taught me the importance of self sufficiency through work. Doing my chores transformed into monetay rewards, which instilled in me a sense of Pride and boosted my Entrepreneurial Spirit.

What is your favorite book? Why?

"How To Think and Grow Rich," by Napoleon Hill. The title explains why this is my favorite book.

If you could be any fictional character, who would you want to be?

Papa Smurf. He kept his village BLUE.

What was the last song that got stuck in your head?

All love songs..... I love so many songs....

What is something that has been a struggle in your life?

Escaping Poverty.

What qualities does the U.S. House of Representatives possess that makes it unique as an institution?

The U.S. House of Representatives was founded to be an oversight of the executive branch. Unfortunately, those who serve in Congress currently have forgotten the true purpose of Congress: To be the Voice of the People.

When I am elected to represent the people of my District, I will work with my Congressional colleagues to craft common sense policies that will solve problems, not create more problems.

Do you believe that it's beneficial for representatives to have previous experience in government or politics?

Yes. Experience ensures that the job gets done properly.

My Lived Experiences as a Working Man, that has changed government policies directly in Congress and my relationship with bipartisan legislative parties in federal and state Houses makes me the ideal person for the job.

Besides my accolades as a businessman, I am a legal professional, I have dismantled discriminatory policies during 3 dysfunctional Congressional sessions, leading to the creation of economic opportunities for more than 80 million people and their communities.

Imagine what I can do when I'm Working for You.

What do you perceive to be the United States' greatest challenges as a nation over the next decade?

Unity. Making people feel like they are part of a broader community.

Do you believe that two years is the right term length for representatives?

Yes. Keeps the focus on getting the job done.

What are your thoughts on term limits?

There needs to be term limits throughout each Branch of U.S. Government. Especially The Supreme Court.

Is there a particular representative, past or present, whom you want to model yourself after?

Shirley Chisholm

Both sitting representatives and candidates for office hear many personal stories from the residents of their district. Is there a story that you’ve heard that you found particularly touching, memorable, or impactful?

Too many to recount, however, there's a nice elderly man that sits on North Market Street, in Frederick, with a camera. Every day, sun or rain....

With his camera always ready to capture a moment in time....

He took a picture of me. On a day that it seems was more rainy on me than anyone else.... I didn't know about the picture until he gave it to me days later. I stared at the photo and saw someone that I didn't like.... it was me, in the picture, I was sad.

He said to me, "Now let's take one with you smiling...."

Tell us your favorite joke.

A Democrat and a Republican jump out of an Airplane at the same time, with just 1 parachute, held by both, Democrat, left hand on strap; Republican, right hand on strap.....

With ground approaching fast, the Democrat suggests (yelling): "Let's work this out....", tugging at his end.

The Republican replies: "What do you suggest?"

Democrat: "Let's Pray...."

After a thought, the Republican agrees: "Ok." He then clasped both hands in prayer....

On the Ground, reporters are gathered around the Democrat, asking him how he was able to survive while the Republican did not....

The Democrat answered: "I prayed for him. He prayed for himself."

Do you believe that compromise is necessary or desirable for policymaking?

Yes. Negotiations are built on compromise.

Working together brings results.

The Constitution says that all bills for raising revenue must originate in the House. What role would this power play in your priorities if elected?

As a Working Man, and a Family Man, "balancing the books" is a priority for a productive household. I will use my experience as a successful business man to help craft common sense policies that will generate a "Return On Investment" for millions of tax payers, while sustaining significant funding for Public Safety and Social programs for low income communities.

Wilks Works For YOU.

How should the U.S. House use its investigative powers?

To investigate REAL matters. Not to use these "investigative powers" to attack and intimidate political opponents or to create bogus propaganda to challenge political rivals.

What organizations or individuals have endorsed your campaign?

God. This opportunity to represent people is a blessing.

After God, other endorsements seem superfluous.

What committees interest you?

Intelligence Committee.

Criminal Justice Reform.

Second Chance Task Force.

What are your views on financial transparency and government accountability?

There needs to be more transparency and accountability. I will be that Voice, demanding that you are made aware of everything that is going to affect your life.
